  2. e FOR T 3 So, what’s an e-FOR3T? e-FOR3T is an enterprise level disaster recovery facility offering an alternative, voluntary solution for business continuity & disaster recovery practices. In other words, it’s a place for State Agencies to put their computer stuff so they’re prepared to survive if their main computer stuff becomes unavailable.

  3. Mission & Description e-FOR3T is an enterprise level disaster recovery facility offering an alternative, voluntary solution for business continuity/disaster recovery practices. It provides all participating member agencies with a secure, professionally managed facility including space, power & connectivity to operate their information technology equipment. • Enterprise Solution -- Uniform application of best practices for operational recovery, readiness & response • Facility Infrastructure Components -- 12,167 sq ft facility including space, power & connectivity (see Facility Services Overview) • Funding Strategy -- Colorado Department of State utilizing its cash funds to maintain those portions of the disaster recovery infrastructure that are common in facility infrastructure & operations • Participating Member Agency Flexibility -- Allows participating member agencies the flexibility to architect their required recovery solutions • All State of Colorado Government Entities Invited -- Participation is voluntary for any State of Colorado government entities

Why is it Different? • Public/Private Partnership • Leveraging private collocation expertise to meet public need • Lease Agreement, not Services Agreement • Lease for “space plus” – data center facility, basic network & 24x7 care and feeding • MOU required prior to occupancy/use • Shared Governance • “Light hand on the tiller” from managing agency • First come, first served; based on agency’s perceptions of their individual needs and their capabilities • Funding Model • Basic lease payments made by managing agency

Accomplishments& Goals • RFI/RFP Responses Received: Oct 2005 • Evaluation Complete & Lease Signed: Mar 2006 • Facility Build Out Activities: Mar 2006 – Jun 2006 • Facility Staffed & Operational: Jun 2006 • 1st Agency MOU Signed: Oct 2006 • 17th Agency MOU Signed: Sep 2007 • Active Programs participating in Sept 2007: 10 • Facility is currently 35% occupied (18 months in)
