  45. Stakeholder Input • Is the NTTG process for identification, data gathering and evaluation of potential projects biased against non-utility projects? If so, please explain and describe how it could be corrected. • In the NTTG sub-regional transmission planning process should there be a difference in how existing projects, committed projects, planned projects and tentative projects are evaluated regardless of ownership?  Please explain. If no difference, should non-incumbent project sponsor be willing to participate in the same manner as the incumbent project sponsor?
