Technical Data Management Training • Background: • Life Cycle Logistics FIPT approved development of “CLL 052 Technical Data Rights Strategies” continuous learning module in 2011 • Pat Dallosta originally assigned as LCIC Logistics Center PLD, along with Howard Harris from West Region PM Department as Learning Asset Manager • Given interest in and importance of the topic, extensive SME support for content development (see chart on next page) under auspices of DoD Product Support Assessment Human Capital IPT • In recognition of the broader interdisciplinary nature of the content, CLL 052 transitioned to LCIC Acquisition/Program Management Center in Sep 2011 • Erin Mulligan took over as new PLD, and module designation changed from CLL052 to CLM052 Technical Data Management Strategies • Content development completed and validated in April 2012 • Development effort has been a model of cross-functional/ interdisciplinary collaboration, particularly between ACQ/PM & LOG communities Pre-decisional

Technical Data Management Training • Module content exceeded typical 2-4 hour CL module length, reaching approximately 13 hours, necessitating breaking CLM 052 into the following seven proposed separate CL Modules • CLM 052: Intro to Data Management • CLM 053: Data Management Strategy Development • CLM 054: Data Management Planning System • CLM 055: Technical Data and Computer Software Rights • CLM 056: Data Acquisition • CLM 057: Data Markings • CLM 058: Data Management Protection and Storage • ACQ/PM Center planning to fund programming of completed content as CL Modules using FY12 O&M Funding • Programming of these seven modules on contract in Oct 12 Pre-decisional

Life Cycle Logistics Competency Gap Analysis • Life Cycle Logistics Community already had a LOG FIPT-approved plan to develop new LOG 215 Technical Data Management/ Product Data Management Course to address major gap in competency set • To conserve funding by leveraging already-developed materials, we conducted Feb 12 gap analysis to identify whether currently unmet logistics competency requirements were addressed by CLM 052 content • Competencies derived from: • DoD Logistics Human Capital Strategy (HCS) DoD Core Logistics Competencies and Proficiencies Booklet, Version 1.1, 6/1/2008 • Updated Life Cycle Logistics Competency Set (Lines 56-62: Technical Management – Technical Data), 1/2012 • Summary of Findings: 73% coverage • 82 total sub-competencies/proficiencies • 60 covered in current CLM 052 content • 22 not addressed in current CLM 052 materials Pre-decisional

Proposed Course Development Strategy • Given coverage of existing content/modules, LOG FIPT strongly endorsed repurposing already developed content through innovative “String of Pearls” approach at April 2012 meeting to conserve funding & fulfill original LOG 215 development mandate • Once fielded, merge seven new CLM 052-058 continuous learning modules with CLE 068 Intellectual Property module into a single new interdisciplinary distance learning course (notionally designated as ACQ 215 or LOG 215) • Develop and include a new introductory lesson/sub-module • Develop new lessons/sub-modules to address the remaining 27% of the life cycle logistics competencies not already covered • Deploy as distance learning course for all career fields, including LCL and PM • Pilot would include interdisciplinary participants from DAU, OSD & the Services • Need to decide if course should be designated as ACQ or LOG 215 NEW LESSON NEW LESSON NEW LESSON NEW LESSON NEW LESSON NEW LESSON NEW INTRO CLM 058 CLM 054 CLM 057 CLM 052 CLM 053 CLE 068 CLM 056 CLM 055 Pre-decisional NEW LESSON
