  2. Chapter 1 Chapter 1 – Introduction Practically done; only minor amendments are expected Conclusion The group endorsed the chapter with minor amendments

Chapter 2 Chapter 2 – Scope of Energy Statistics Mostly done, but the conclusions of OG4 and the 1st virtual meeting on scope need to be looked at again to clarify boundary of IRES scope including, for example, treatment in IRES of energy reserves and additional data items needed for energy accounts. Conclusion -The group amended the chapter, and agreed on the use of “energy industries” and on the use of “energy products” -Energy reserves should be reflected in IRES and it should be explained why energy reserves are important but not the main focus of IRES -Energy prices should be reflected in IRES and in chapter 2 as a separate paragraph -The scope of IRES includes elements of business statistics about energy industries (data items about infrastructure)

Chapter 3 Chapter 3 – SIEC Based on the definitions of InterEnerStat a classification structure is being proposed for discussion taking into accounts general principles for international classifications Conclusions -The group welcomed the development of one standard of international classification -General agreement of the classification structure with some amendments -Disaggregation of electricity to be taken out of the classification but to be included in chapter 5 -Disaggeregation of peat on the third level -Lists of renewables and non-renewables, primary and secondary will be included in annex of the classification -InterEnerStat invited OG to provide comments on products definitions

  5. Chapter 4 Chapter 4 – Measurement units and conversion factors Mostly agreed. The chapter now refers to ‘default’ (rather than ‘standard’) calorific values. As suggested during the 1st Virtual Meeting, reference to cal. values from the 2006 IPCC guidelines is made in the text and should be discussed. Conclusions -The group endorsed the chapter with some amendments -A small group volunteered to review calorific values (UNSD, IEA,…) -Table 4.8 should contain a fourth column with correct symbols for physical units -Energy products in tables should be harmonised with SIEC -Wet and dry basis will be explained in the text -Monetary units will be included

  6. Chapter 5 Chapter 5 – Energy flows This is the 1st draft of the chapter. It covers definitions of the energy industries and energy consumers as well as definitions of the flows relevant for the data items in chapter 6. Conclusions The group welcomed the chapter but agreed that the chapter needed some restructuring

  7. Chapter 6 Chapter 6 – Statistical units and data items Data items are presented in 5 groups. Data items on stocks and flows are organized by groups of energy products (based on the general approach in the EU regulation on Energy Statistics) There may be the need to include data items on Nuclear fuels The list of data items is presented for discussion Conclusions -The group generally agreed on the part on statistical items -The reference lists of data items need some restructuring -Common data items will be listed separately and only specific data items will be regrouped by group of energy products -The group agreed that limited lists of data items on energy infrastructure, assessment of the economic performance and underground reserves should be included in IRES. Reference should be made to arrangements for data collection

Chapter 7 Chapter 7 – Data compilation and collection strategies Mostly done; textual inputs from the VM were included Conclusion -The chapter will be renamed and restructured -The coverage of compilation and collection should be outlined -The issue of confidentiality will be aligned with chapter 10

  9. Chapter 8 Chapter 8 – Energy balances Mostly agreed. A general format for an energy balance is presented as endorsed by the EB subgroup. However, some questions need to be discussed before the finalization of the chapter Conclusions -The OG generally endorsed the chapter and the standard template/format of energy balance -It was agreed that the chapter focus on energy balances but that commodity balances be explained in a limited text -It was agreed that in addition to existing template IRES will also provide a more aggregated balance -It was agreed that the relationship with ISIC should be made more explicit and explained -No specific figures for accuracy measurments possible

  10. Chapter 9 Chapter 9 – Data quality Mostly agreed. The chapter has been revised taking into account the comments form the Virtual meeting and reflects the work done at Statistics Canada on the Data Quality Assurance for the UN Statistical Commission Conclusions The group endorsed the chapter with minor amendments

  11. Chapter 10 Chapter 10 – Data dissemination Mostly agreed. Inputs from the Virtual Meeting have been included Conclusions The group endorsed the chapter with minor amendments

Chapter 11 Conclusions -The group welcomed the chapter -The links between basic energy statistics (and energy balances) and energy accounts based on SEEA-E definitions should be elaborated -Additional data items need to be identified to compile energy accounts -Links with emission inventories should be identified -Importance of compilation data on energy prices and energy efficiency should be mentioned in this chapter
