  1. Results of EUROTRAC-2: tools for policy Carlos Borrego University of Aveiro EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  2. Structure • Policy Framework • EUROTRAC results meeting policy developments • Emissions of gases and particles - is their knowledge essential? • Urban and local scale air pollution - an unsolved problem? • Tropospheric ozone and its control - which evaluation strategies? • Tropospheric aerosols and clouds - monitoring needs? • Deposition fluxes of air pollutants - are critical loads important? • Final Remarks how can the scientific community improve its contribution to atmospheric sustainability? EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  3. Air Quality To achieve levels of air quality that do not give rise to unacceptable impacts on, and risks to, human health and the environment Policy Framework 6th Environment Action Programme Environment 2010: Our Future, Our Choice • Climate Change • Nature and Biodiversity • Environment and Healthand quality of life • Natural Resources and Waste What kind of environment do we want to live in? What kind of environment do we want our children and grandchildren to inherit? EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  4. Policy Framework Long-term, strategic and integrated policy to protect against the effects of air pollution on human health and the environment. CAFE– Clean Airfor Europe EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  5. Policy Framework Air Quality Legislation Air Quality Framework Directive Daughter Directives new strategy for policy and air quality management in Europe EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  6. 1999/30/EC limit values for NOX, SO2, Pb and PM10 2000/69/EC 2002/3/EC limit values for benzene and CO limit values for O3 In preparation limit values for As, Cd, Ni, Hg and PAH Policy Framework Air Quality Legislation AQFD – 96/62/EC EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  7. Policy Framework Emissions Legislation UN-ECE/CLRTAP Convention on Long-Range Transboundary Air Pollution Gothenburg Protocol NEC Directive 2001/81/EC • new strategy to combat acidification, ozone and eutrophication • set upper limits for the total emissions in 2010 (SO2, NOX, VOC and NH3), EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  8. EUROTRAC results meeting policy developments Emissions of gases and particles • Report emissions - Conventions and Directives needs • Air pollution control strategies – ambient thresholds settled Emission Inventories • Spatial and temporal resolution • Quality of data • Uncertainties in emissions estimation where to act In EUROTRAC • NH3 emissions -anthropogenic sources/measurements/ modelsdevelopment • Collection and set up of detailed inventories forPM, POPs, Hg • biogenic NO and VOC emissions tools -uncertainties in BVOC emission estimates  EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  9. EUROTRAC results meeting policy developments Urban and local scale air pollution • Characterization of background concentrations and hotspots. needs • Tools for Air Quality Management - AQFD. Modelling <-> Monitoring where to act In EUROTRAC • Improvements on the estimate of urban emissions, chemical mechanisms and urban aerossols. • Development of multi-scalemodels to address urban and local scale air pollution. • Strategies for model and data quality assessment and validation - QA/QC. Integrated tools to support policy and management EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  10. of & precursors EUROTRAC results meeting policy developments Tropospheric ozone and its control • Ground level concentrations - O3 needs • Assessment of control strategies - precursors emissions and behaviour in the atmosphere. Measurements where to act In EUROTRAC • New data available • surface measurements • airborne platforms • satellite instruments • Knowledge on: • distribution • variability • trends Model development EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  11. new reaction schemes for heterogeneous processes and secondary organic aerosol formation, particulate emissions. EUROTRAC results meeting policy developments Tropospheric aerosols and clouds • identify and quantify the complete (organic and inorganic) compositionof aerosols and cloud droplets • sources of airborne particles  implement abatement measures • Monitoring networks - tool for developing environmental policy and assessing results of control strategies needs Monitoring where to act In EUROTRAC • Processes and nature • Measure, quantify and model • Effects on climate and health Multi-component, multi-phasegas/particle/cloud system: EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  12. EUROTRAC results meeting policy developments Deposition fluxes of air pollutants • Assessment of Eutrophication, Acidification - NECs needs • Assessment of exposure and effects of O3, reducing effects on vegetation Critical Loads where to act In EUROTRAC • Controlling emissions of reactive nitrogen -assessment of eutrophication • non-linearities between emission and deposition patterns for sulphur in Europe due tointeractions of SO2 and NH3on the surfaces of vegetation • improved O3method(current method – AOT40 - provide incorrect regional patterns of the risk of damage to vegetation in Europe) • deposition rates of PM, dependency on PM size and roughness of landscape EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  13. Final Remarks: Atmospheric sustainability at local, regional and global scales represents perhaps the most daunting challenge that Europe (and the World) has ever faced. The atmospheric sustainability problems of the 21st century, all require, as one critical component of their solution, usable scientific knowledge. Very major advances have been made in the scientific understanding of the atmospheric system. Knowledge transfer and development of tools have been regarded as an essential task, throughout EUROTRAC-2. Need for a two-way exchange of information between policy makers, regulatory agency, and research scientists EUROTRAC-2 Final Event March 18/19, 2003, Berlin

  14. Research Policy in ENVIRONMENT EUROTRAC-2 Final Event March 18/19, 2003, Berlin
