  3. PAR - AC • A key component of DG programmes at both country and regional levels • But not “all” the DG portfolio • In particular, the need to differentiate between “policy support for DG” and PAR-AC

  4. Policy support for DG • Activities that enhance national debate on responsive governance and democratisation • Activities leading to consensual formulation of broad based national governance programmes (BRC ?) • Activities that create a policy environment that enables development effectiveness

  5. PAR • Reforms on executive branch of Government • Policy-making system • Machinery of government (rules, institutions, procedures and management systems) • Civil service (human resources) • Revenue and expenditure management system

  6. PAR-related issues • Decentralisation • Accountability. In particular, external control and oversight mechanisms. • Access to information • ICT for PA • Citizens´participation

  7. Regional inputs to PAR • In the past, BRC´s action on PAR issues has focused in: • Policy-making systems (building policy advisory capacities, citizens´participation in policy-making) • Some work on machineries of government (functional reviews)

  8. Regional inputs to PAR-related issues • Policy support for DG • Building strategic thinking capacities • ICT for PA • E-government • Access to information • Communications Government-citizens

Goals in PAR-AC • Support development of PA systems which are properly structured, equipped and able to formulate and implement effectively policies aimed at the achievement of MDGs and other HD objectives. • Help ensure that such PA systems are fully reliable, transparent and accountable. • Support strategies and measures/actions aimed at eradicating/minimizing corruption in the public sector.

  10. Strategic priorities 2005 • Support to holistic and ambitious reforms of State structures • Support to decentralisation • Support to reforms in the social sectors • Support to sub-regional co-operation / integration

  11. PAR-AC at BRC • In the past, Regional Programme has primarily focused in broad governance issues (strategic thinking and policy advisory capacities, politico-administrative relations, policy process)
