  2. District Update • Multi-Year Flex Account • Hays – R9 Ranch • Index Well installed

Multi-Year Flex Account • K.S.A. 82a-736 (c)(1)(D)(iii) • Allows for an alternative calculation method proposed by GMDs • April 2013 • GMD5 proposed an alternative calculation method • March 2014 • GMD5 met with KDA staff to discuss the proposal • April 2014 • GMD5 revised and submitted the proposal • 450% appropriation with end gun removal (pilot) • July 2014 • GMD5 received approval to proceed with drafting of regulation to implement the proposal

Hays – R9 Ranch • Hays and Russell purchased Circle K (R9) ranch in 1994 • R9 Ranch is currently authorized 7,727 AF for irrigation of 5,366 acres • Hays has proposed to convert the 7,727 AF to municipal use and transport it via pipeline 75 miles to the North • Will be the first use of the Water Transfer Act (K.S.A 82a-1501 et seq)

Index Well • GMD5 has partnered with the Kansas Geological Survey to install instrumentation into an existing observation well in Edwards County • On July 25, the pressure transducer and telemetry system were installed 3 miles North of Belpre • The data will be available soon on KGS and GMD5 websites
