PGDTF Meeting • Business meeting was held onMarch 19th ,2019 • Discussed Federal and State activities regarding GMD • Adaption of standard TPL-007-3 on February 7, 2019 by the NERC Board of Trustees • Nominating teams to be part of the drafting team for modification TPL-007-3 to address FERC’s directives in Order No. 851. • Roundtable discussion by the U.S. Senate Homeland Security and Governmental Affairs Committee on perspectives of protecting the Electric Grid from an Electromagnetic Pulse or Geomagnetic Disturbance took place at on February 27, 2019. • 2022 SSWG summer peak/min case building • ERCOT presented on the time line and procedures of the 2019 GIC model build of 2022 GIC models 4/04/2019 ROS Meeting

  3. PGDTF Meeting • PGRR070 Review • TPL-007-3 added new requirements to the standard. Based on R1, the individual and joint responsibilities should be updated to include these added requirements. • TPL-007-3 R1 and R2 will go into effect on July 1, 2019. • PGRR070 updates roles and responsibilities with respect to the latest revision to the NERC TPL-007-3 Standard, to comply with R1. • There is a consensus around the original language and intent of PGRR070. • Current debate about event descriptions and kV levels are related to the existing Planning Guide language and should be addressed via a separate PGRR if necessary. 04/04/2019 ROS Meeting

PGDTF Meeting TSP and REs comments pro modeling systems less than 200 kV • ERCOT system is predominantly less than 200 kV (70%). • The NERC TPL-007 requirements of 200 kV and above, apply only for transformers thermal assessment whereas the vulnerability analysis applies to the whole system. • Majority reactive support for ERCOT comes from below 200 kV. • Generators as reactive power compensation devices their protection system should be analyzed for harmonics susceptibility during GMD. • Modelling the whole system helps in developing GMD operating plans per EOP-010-1. • NERC standard requirements are minimum requirements and more strict studies can be done based on the system 4/04/2019 ROS Meeting

PGDTF Meeting TSP and REs comments against modeling systems less than 200 kV • All the requirements in the standard apply to systems only 200 kV and above. • Table 1 of the standard (the reference for the market notice) does not apply to generators at it states only reactive power compensation devices and other transmission facilities removed as a result of protection System operation or misoperation due to harmonics during the GMD event. • The money spent on the analysis cannot be recovered and allocating resource at this time clashes with other more concerning priorities. • Due to lack of any commercially available tool for analyzing the harmonics order and level during GMD event, the analysis should be optional till science catches up. 4/04/2019 ROS Meeting

PGDTF Meeting Conclusion • There is difference in philosophies and interpretation of the standard, multiple comments to PGRR070 will be submitted. • ERCOT will postpone the market notice from March 31 to October 1, 2019. • PGDTF will organize presentations from experts on handling the market notice on the May 07, 2019 meeting. • PGDTF will post articles and guidelines on harmonics during GMD on the PGDTF webpage 4/4/2019 ROS Meeting
