  2. President’s Budget September 2009 Agencies submit initial FY 2011 requests to OMB. Spring 2009 OMB issues guidance to executive agencies for planning the FY 2011 budget. FY 2011 October-December 2009 OMB evaluates and determines FY 2011 agency budgets. OMB “passback”—informs the agencies of those budgetary decisions. Spring/Summer 2009 Agencies begin developing FY 2011 budget requests based on OMB guidance. December 2009 Agencies have the opportunity to appeal the President’s FY 2011 budget before it is publically announced in Feb. 2010 July 2009 OMB provides agencies with detailed instructions for FY 2011 budget requests. 2009 Jan Feb Mar April May June July Aug Sept Oct Nov Dec 1st Year of Budget Development

Congressional Budget and Appropriations July 1 – September 30th Senate completes its 12 FY 2011 appropriations bills. 1st week in February U.S. President submits detailed FY 2011 budget to Congress. FY 2011 August – September 30th Conference committees reconcile differences between the House and Senate versions. After final bills are approved by both chambers, they go to the President who vetos or signs them into law. March-April 15th House and Senate complete the FY 2011 budget resolution. 2010 Jan Feb Mar April May June July Aug Sept Oct Nov Dec October 1st First day of FY 2011—or if not finished…continue with status quo (continuing resolution) of FY 2010 March-June 30th House completes its 13 FY 2011 appropriations bills and sends them to the Senate. 2nd Year of Budget Development
