  5. What Problem? • CSE: FP assessment March 2003 (LASP) • Used 1991 Census and 1996 English House condition survey • 28% Fuel poor in Sefton (33% M/side, 23% Eng) • 9 of 23 wards, worst 10% • 31,893 households • best Ward Harrington 13%, 611 households • How reliable is this?

Filter process of Clients P. Client recommended for HtW grant award. J. Client offered Home Visit H. Client can navigate without Home Visit or non-priority group O.
