Background Information • In Korea, SEA is just started so the developing SEA guideline is in progress • The Ministry of Construction and Transportation has established SEA regulation in 2004 (revision2006) • The Ministry of Environment has amended PERS regulation in order to include the concept of SEA in May 2006 • KNTRP(2007-2019) is the top transportation plan in Korea, and the reason of revision is to eliminate the overlapped projects between road and railroad • Under the provision of the Ministry of Construction and Transportation, SEA of KNTRP is on going from march to June

Method • SEA regulation (2006-646)of The Ministry of Construction and Transportation has not enough method to deal with SEA • Revised PERS regulation (2006–105) of The Ministry of Environment which has specific contents how to SEA • So, I use revised PERS regulation for KNTRP SEA • There are three methods to assessment 1. Propriety of Plan 2. Estimation Environmental Risk 3. Propriety of Site
