  3. INTERGOVERNMENTAL RELATIONS (IGR): A CONCEPTURAL ANALYSIS DEFINITION (O’ TOOLE, 1993) • The subject of intergovernmental relations cover how many and different levels of government deal with each other and what their relations roles, responsibilities and degree of influence should be.
