The PREM Program aims to address the pipeline of under-represented minority materials scientists by fostering collaborations between minority serving institutions and DMR-supported groups. This program enhances research productivity, research infrastructure, and provides research opportunities and mentorship to students.

The PREM Program … to address the pipeline of under-represented minority materials scientists… The Division of Materials Research (DMR) seeks to broaden participation in materials research and education by stimulating the development of long-term, collaborative partnerships between minority serving institutions (MSIs) and DMR-supported groups, centers, institutes, and facilities. From 2002 to 2012 In 2014 H: BS: 7.2% - 9.9% MSc.: 4.1% - 5.9% Doct.: 2.9% - 3.9% P: 16.7% AA: 8.4% - 8.4% 6.3% - 7.5% 2.8% - 2.9% 14.3%

Eligible PREM Institutions STEM Baccalaureate granting institutions that serve primarily underrepresented minority groups as classified by the Department of Education: • Historically Black Colleges and Universities (HBCUs) • Minority Serving Institutions (MSI) >50% aggregate • Hispanic Serving Institutions (HSI) >25% • Alaska Native Serving Institutions (ANSI) >20% • Tribal Colleges and Universities (TCU) • Native Hawaiian Serving Institutions (NHSI) >10%

Eligible PREM Partners DMR supported group awards with critical mass of collaborators, breadth of research topics, and in the oversight purview of DMR program directors. • Materials Research Science and Engineering Centers (MRSECs) • DMR supported Science and Technology Centers (STCs) and Nanoscale Science and Engineering Centers (NSECs) • DMR supported National Facilities, including the newly established Materials Innovation Platforms (MIPs)

  5. Competitive research award to minority serving institutions (MSIs) Interdisciplinary materials research teams at both institutions. Multi-level education programs to build a pipeline of students interested in materials science. Partnership based on intellectual connections. 5 Competitions to date: 2004, 2006, 2009, 2012, 2015 30 Awards to date, 12 currently active ~ $630k/year for 5 years Co-funding from Centers for Research Excellence in Science and Technology (CREST), Historically Black Colleges and Universities Undergraduate Program (HBCU-UP), Experimental Program to Stimulate Competitive Research (EPSCoR), Office of Multidisciplinary Activities (OMA), and the Div. of Mathematical Sciences (DMS) Open renewal competition anticipated in 2017/2018 PREM Overview

PREM Expectations • Broaden participation in materials research • Create new opportunities for students at minority-serving institutions • Research opportunities, build student confidence, access to mentors, access to instrumentation • Enhance research productivity and infrastructure • Impact both institutions • Integrated Research and Education Programs. • Close interactions with partner institution and NSF Program Managers. • PREM and Partner Annual Meeting at NSF • Site Visit(s) • PREM Workshops at NSF (Joint PREM-MRSEC PI workshop in 2011, Student Forum Spring 2013, MRS workshop for students 2013, 10th year PREM Workshop at MRS) PREM I-Corps Team

Community cares that PREMs are successful in broadening participation – your numbers matter. Stronger proposals each competition. PREMs are developing additional partnerships that further build research capacity as well as help broaden participation. DMR and MPS are very committed to this program. PREM Program Summary

Final Thoughts/Challenges • Tremendous opportunity ahead to impact the pipeline: • A growing number of MSIs are engaging in materials research. • Many of these are starting MSE departments and certificate programs. • Several institutions are transforming into Hispanic Serving Institutions (HSIs). • Still need work transitioning PREM researchers into MPS and ENG Individual Investigator Award (IIA) programs. • Mechanisms on translating best practices: • Cultivating a productive research partnership? • Impacting local demographics? • Research productivity of team once PREM award is over? • Opportunities for AANAPISI and Tribal Colleges? • Substantive coupling to other NSF supported activity: GRF program, Major Research Instrumentation (MRI) program, MIT/MRSEC Future Faculty Development workshop, etc.
