Revision of dissemination of statistics in Statistics Finland

This article discusses the publishing and releasing policies of Statistics Finland, as well as the development of their web services and implementation of internet services. It also covers the use of XML-based dissemination processes and the transition from printed to electronic publications.

Publishing policy of Statistics Finland • Publishing means distribution of statistical information for general use in, for instance, printed and electronic publications and statistical databases. • Releasing refers to the publishing of statistical information that makes public for the first time key data from some statistics describing a certain time period. • New statistical information is made public as statistical releases on the homepages of each statistical topic. • Information is released to all users at the same time in both Finnish and Swedish. • Statistical releases are issued in English on internationally important statistics. • Releasing is systematic: extensive information about coming releases is provided in advance in the annual release calendar and in more detail in the weekly newsletter, or the weekly news calendar. Development lines of Statistics Finland’s web services • Development lines of web services (2003) have steered ongoing development • Web service selection is developed and cut down to clarify the entire stat.fi service. • Tools for the production of publications and distribution of table databases, tabulating and table data are reduced and harmonised. • Key statistical data and their metadata on all official statistics produced by Statistics Finland are published in the web service free of charge. • Homepages published by statistics departments should fulfil specified criteria. Directors of the departments are responsible for the published material. • Statistics are considered complete when the essential basic information on the statistics has been published in the web service. • Data are published simultaneously in free and chargeable web services. • A statistical release of specified form is made of all statistics to be published. Implementation of development lines on internet services • Restructuring of stat.fi site commences --> 06/2003 • Cataloguing of statistics commences --> 11/2003 • Cataloguing of statistics complete --> 05/2004 • Launch of version 6 of stat.fi --> 06/2004 • Start of revised data releasing procedure (statistics departments handle data releases independently) --> 01/2005 • Introduction of statistical release calendar based on Operational Guidance and Planning System --> 01/2005 • Launch of version 6 of stat.fi in Swedish and English --> 06/2005 • Statistical releases also in Swedish --> 01/2006 • The development work continues… Markku Huttunen

Publishing on the web • All statistics have a permanent homepage and URL • 205 statistics in production (Nov 2006) • http://www.stat.fi/til/ttvi/index_en.html • Statistical release + review, tables, figures (= electronic publication) • http://www.stat.fi/til/ttvi/2006/09/index_en.html • Volume of first time publishing in 2006 is 670 publications (Fi), 630 (Sv), 140 (En) • Electronic first time publishing is planned to cover all ESS statistics in English during 2007-2008 • The structure and information architecture of the statistics pages (where electronic publications are published) and the database (Px-Web) will be identical in all three languages but the volume of contents may differ in different languages Markku Huttunen

Free of charge database (StatFin) • Migration from StatLine to Px-Web • By Sept. 2007 • The interface of the new statistical database will be developed in three languages (Fi, En, Sv) • Based on trilingual Px-Web 2006 version (planned 03/2007) • First production tool for trilingual Px-Web service will be Px-Edit (planned 06/2007) • Contents in English and Swedish will be increased gradually; metadata and production tools are the problem • The new XML-based publication process will be introduced in the production of the statistical database • Statistical software to be used: SAS, SuperStar, Px-Edit/Pc-Axis Markku Huttunen

Printed publications • Electronic statistical publications are replacing printed monthly, quarterly and yearly basic publications • Electronic first • No PDF versions of existing printed publications • Number of printed publications will go down • Publication series of official statistics need to be reconsidered as printed publication series are being replaced by electronic ones • Limited number of high-quality compendium type publications and analytical magazines will continue to be printed in future Markku Huttunen

XML-based dissemination process • Used both for electronic publications and the statistical database • Production processes are based on the components, which Statistics Finland will be willing to share with other organisations as good practices:1. XML based dissemination process based on the CoSSI-model (www.stat.fi/cossi)2. The use of the XML database as the warehouse of the published information3. The use of statistical software (SAS, SuperStar, Px-Edit/Pc-Axis) to produce XML tables for the dissemination4. How to include metadata in XML format in the dissemination of statistics5. The DTD´s for statistical tables and matrixes, the DTD´s for document metadata and the DTD´s for processing metadata Markku Huttunen
