General Information Objective of the RFP: Identify qualified organization(s) to act as a One Stop Operator and Adult & Dislocated Worker Program Operator in Santa Barbara County Contracts will be funded through the Workforce Innovation and Opportunity Act and managed by the Workforce Development Board. Overview

Eligible Applicants Eligible Organizations: Institution of Higher Education Government Agency Community Based Organization Private For-Profit Entity Non-Profit Organization Intermediary Business Organization Labor Organization Please note: Elementary schools and secondary schools are ineligible to apply. Applicants must have at least three (3) years of experience providing related services. Consortiums may apply with a lead agency identified.

Scope of Work - Training Training will be a top priority. • Contractor(s) will be responsible for managing Jobseeker training and Employer-led training. • Contractor(s) will be expected to spend half of their budget on training services. Types of training include: Job readiness training, ITAs, adult education and literacy, occupational skills training, on-the-job training, incumbent worker training, skill upgrades and retraining, customized training, cohort training, and entrepreneurial training Overview

  9. Scope of Work – Performance Metrics Annual performance goals will be established prior to the start of the program year. Goals will be set in each of the following categories: Overview

Proposal – Required Elements • Cover Page (Appendix A) -Form • Proposal Checklist/Table of Contents (Appendix B) - Form • Organizational Capacity and Structure - Narrative • Experience and Demonstrated Ability - Narrative • Program Design and Approach - Narrative • Program Budget Form - Excel Spreadsheet • Budget Narrative -Narrative • Financial Statement/Audit – Document Submission • If bidding on both locations, additional question –Narrative • What, if any, efficiencies or savings will be realized if your organization is selected to manage both One Stops?   11. Submission Instructions • Proposals are due no later than 5:00 P.M. on May 27, 2016. Proposals may be mailed or hand-delivered to: • Terri MausNisich • County Executive Office • 105 East Anapamu Street, 4th Floor • Santa Barbara, CA 93101 • Must submit the following (for each location): • one signed original • one electronic version (thumb-drive or disk) • five (5) hard copies of the proposal Overview

  13. Selection Process • Independent evaluators will score proposals in each of the four competitions. • Bidder Presentations & Workforce Development Board Approval Save the Date: July 15, 2016 • Contracts will go before the County Board of Supervisors for execution in September

  14. Evaluation Criteria *Bonus points will be awarded to organizations bidding on both locations that can demonstrate associated efficiencies and cost savings. Further detail about the evaluation criteria can be found on Page 16 of the RFP
