  • 2003 Equipment Caps and Alternative Technology Revision “CAPS” – (OPA-90)

    • Adds dispersant capabilities to the list of required clean-up methods planholders must contract for in geographic areas where dispersant use is pre-authorized
    • Requires Aerial Observation for oil spill tracking

    • CGMTA 2006 – Clarified applicability with regard to tonnage convention measurement
    • NPRM estimated in 2008
