  3. General comments on Chapter 8 (Electricity) The DME’s comments are well captured in the report. Majority of points discussed do not impact directly on municipal budgets but rather talks to the electricity industry in general. The generation challenges to meet the current demands are currently being addressed through different programs. (IPPs, New Generation programme by Eskom, EEDSM Programs) Pricing/tariffs issues are addressed via NERSA.

Crucial sections of the report as per Municipality budgets. • INEP Programme • Support of the figures in the report (Community Survey 2007). • Electrification (connections) • Budgets not aligned to need on the ground • Current Capacity to implement the programme. • Cost per connection in deep rural areas • Overlap of financial years makes it difficult for reporting and • kick-starting of projects. • Most municipalities do not support alternative means of • electricity supplies e.g Solar Home Systems. • Informal settlements. • Rehabilitation vs Maintenance • Munics not investing in maintenance of infrastructure. • Infrastructure not able to carry further connections.

Bulk infrastructure • Deep rural areas have infrastructure challenges • The turn around time for bulk infrastructure is too long due to EIAs approval and long lead materials. • Municipal Electricity utilities Companies. • The examples of City Power and Centelec as municipal electricity utilities companies has proven to be effective in carrying out the roll-out of electrification. • Free Basic Electricity. • Challenges with regards to the roll-out of this programme mainly are within municipalities (capacity, policies, budgets, Eskom Programme understanding) • The DME has recently embarked on a road-show to communicate the FBE and FBAE policies.

  7. How can Sector departments improve planning and support implementation? Improve on current mechanism • Engage at project level and intervene. • Assist municipalities in planning (utilise Retired Engineers). • Training and Mentorship to increase capacity. • Programme funding as opposed to individual project funding (Coordinated funding approach) • Funding allocation based on the need
