  1. 1ST Meeting of Stakeholders On Building network of organizations working on Standards and Labeling in India – a Civil Society Initiative: Presented By Rajiv Panda IRADe , New Delhi

  2. Content • Why Need of Standard and Labelling • IRADe Work in Low Carbon Area- TIFAC-IIASA • Targeting Rural Areas. • Activities of the Network and Structure. • Conclusion

  3. Integrated Research and Action for Development(IRADe)- A Think Tank. Activities IRADe Thematic Areas Energy and Power System Research and analysis for Decision support Climate Change and environment Research in action, Monitoring and Evaluation Project Urban Infrastructure and service Trainings and Capacity Buildings Poverty alleviation and Gender Food Security And Agriculture Policy Analysis and Dissemination

  4. Why Standards and labelling ? • Wide Range of energy consumption in India. • Consumer Ignorant about their energy consumption. • Consumer Knows very little about how electricity is consumed by the Appliances . • Saving energy for the nation and improving energy security of India.

  5. IRADe Work in Low Carbon Area- TIFAC-IIASA Research Activities proposed by IRADe under the Network : Cost coefficient estimation of all the Energy Efficient Technologies/appliance (energy efficient and Super Energy efficient appliances) Macro-economic Modelling energy efficiency gains to the Economy by 2050. Detailed market Research and Analysis of Super efficient products, Tech-Economic assessment of Products . Policy Instruments for Large scale deployment and adoption energy efficient appliance in India. Development Data Base for Production/Sale of EF and SEF appliance in India. Evaluation of Standard and Labelling Program. Consumer awareness surveys and market impact assessments of Star Labelling

  6. RGGVY-Huge Power Demand, Saving Potential 4000MW ! Rural Housing Structure Role of S& L Sector can play a much larger role in the overall Energy security scenario of India, an information network will be very useful . Source-IRADe analysis

  7. Targeting Rural Areas. Despite the apparent attractiveness of several EE options, their diffusion and adoption is sluggish. Clearly, there are barriers to adoption that need to be overcome by appropriate policies, institutional arrangements. (Low Carbon Report) The Penetration of Energy efficiency products has been largely limited to Urban Areas. Rural India (around 50%) will migrate from mud houses to relative high carbon intensive buildings. The penetration is lower in rural areas: High cost of EF appliance. Information asymmetry Very Low level of Awareness about the Label and Standards. There is no/very less State Level and District level Initiative for Energy Efficiency. Lack of Institutional Structures .

  8. Steps………………… Activities • Listen and Discuss with Rural Consumers. • Understand their Needs and wants for use of electricity appliances. • Assess Rural Consumer Behaviour and level of awareness among Rural retailers • Discuss with Local electrical appliance manufacturers and supplier. • Develop an electrical appliance labelling strategy. • Design Labels and do strategic awareness programs in rural Area (District Level) with the help CS Organisations. • Design Policy Instruments and Schemes for deployment of EF Appliance in Rural area with the Help of State Governments. This kind of activities can be part of the Network.

  9. Scope of Activities of the Network- • Information portal, reduce Knowledge GAP • Joint and collaborative Research and studies. • Members frequent Participation in BEE and other policy level forums. • Online awareness activities. (Retailer and Consumers) • Develop energy efficiency Appliance Calculator (Hindi) , 2050 Low carbon calculator. • Active Engagements with industry associations, State and District, municipal bodies, schools and colleges.
