Desired outcome 1. A new service rule that is clear and easy to implement. 2. Minimum amount of judgement required by the umpire. 3. Reduce the advantage to the server. 4. Improve the image of our sport.
That the ball be clearly visible to the receiver from the moment the service starts until the moment it is struck in service. There should be no possibility to hide or camouflage the ball at any time.
