  12. Leaders need to know ‘why ILT?’ But a meaningless question? • The client is changing • The world they live in is changing

  13. If not why - when and how? • No universal answer • Living emergent strategy

  14. When? A leadership judgment as to when to invest in infrastructure, materials and staff development. Early adopters take all the risk Late adopters have no valuable experience

  15. How? A series of questions for leaders: • How can we be sure our investments are worth it? • How can we use technology to widen participation? • How can technology help us produce better, faster, cheaper learning? • How can we blend traditional channels and e-learning channels?
