  2. What is AASHTO

  3. MASH Implementation • Reauthorization (105 white papers) • Increased Funding • Increased Flexibility of Funding • Formula based Funding • Buy America • State Match • Performance Management • Emergency Relief Program • Cooperative and Automated Transportation Technologies • Operations (TSMO) • Adoption PROWAG (Public Right of Way Accessibility Guidelines • Resilience of the System Councils on Highways and StreetsDallas Hammit

  4. State Round Table • Litter campaigns (Storm Water) • Cost increases and delays due to Buy America • 3D design • Getting Contractor input without jeopardizing bidding • Improving the safety culture • State’s role in building and operating electric charging stations • Small-cell wireless technologies within ROW • Use of drones or UAS (Unmanned Aerial Systems by DOT’s • AASHTO TRAC Bridge Challenge Councils on Highways and StreetsDallas Hammit

  5. Council on Active TransportationGreg Byres • Safety and the incorporation of facilities within the roadway system. The majority of examples and ideas were for urbanized environments, and not much on rural routes. • Examples of multi-path projects were presented with an emphasis on community. The majorities of the projects presented were generally funded through local taxes and were politically driven. The Council, as a whole, was in favor of pushing these types of projects. • ADA and impacts for active transportation were discussed, with a recommendation to have AASHTO adopt PROWAG as the standard for ADA implementation.

  6. Committee on ConstructionDallas Hammit and Bill Fay • Workforce • Who is the new DOT (Work Force) • Diversity • Maintaining Workforce • Safety • Workforce • Night Time Work Zone • Communication work zones • Blue and Red lights vs Amber • Training • PE Training • AASHTO Training Tc3 • Environmental • Listed Species

  7. Committee on ConstructionDallas Hammit and Bill Fay • MASH • Temp Signs • Barrier • Concrete Strength • Re-bar Strength • Guide Book for CMGC (CMAR) & Progressive Design Build • 3D modeling / plans • Tools for inspections • Documentation • Pay items • Inspection methods • E-construction • Storage of data/records • Grinding pavements – what does it do to pavement life • AASHTO Construction Manual

  8. Committee on DesignSteve Boschen • Flexible Design Workshop • Management of Risk and Liability • Maximize Value and Return on investment • Multi-disciplinary decision making process • Identifying the Project Specific needs and consideration of options to use and improve existing transportation system.  Encourage early alternate design investigation SMARTSCALE Model • Liability, Accountability, Roadway PBPD - Use of Highway Safety Manual, Documentation. • PROWAG (Public Rights-of-Way Advisory Committee) • US Access Board Status - not yet adopted, but encouraged as best practice by FHWA and AASHTO. • New Construction is expected to meet the highest level of accessibility (to the most practical extent possible). • AASHTO is proposing to congress to adopt PROWAG.

  9. Committee on DesignSteve Boschen • Green Book Errata Sheet– • COD Committee on Geometric Design - Working on development of Errata Sheet for recently published 7th Edition (2018) of Green Book • MASH Update • FHWA ceased issuing eligibility letters for devices • To Date – 3 year effort to find testing facilities • Sunset date is still December 31, 2019 for non MASH-compliant devices • Reimbursement of NCHRP-350 compliant devices by FHWA is desired if “MASH-compliant” device is not available or tested for needs of individual states • 2D Plans to 3D Model delivery • Technical committee on electronic engineering standards (TCEES) is currently investigating the IFC Road & Bridge Project thru building Smart International for a common 3-D model schema.

  10. Committee on Materials and PavementJesus Sandoval • UHPC (ULtra High Performance Concrete) • 17k PSI • The Cement Concrete Reference Laboratory (CCRL) offers inspections in accordance with ASTM C1856 • Fly Ash shortage • Raw or Calcined Natural Pozzolan are some new alternatives being proposed for SCMs (Supplementary Cementitious Materials) by DOTs and AASHTO to address shortage of Fly Ash • Hamburg Test • Montana DOT is currently using Hamburg test for QA to determine rutting and stripping susceptibility of asphalt mixes. (ADOT uses Hamburg for information only currently) Good No Good

  11. Committee on Bridges and StructuresDavid Benton • NCHRP 20-07 Task 410 "Load rating for FAST Emergency Vehicles EV2 and EV3" was published and it may be a good reference.    • Drone can be used as supplement tools to provide info but not for inspection. • Critical Finding for bridge and tunnel will be focus on report / timeline / database • Load posting set for 30 days starts with Load rating completed (notified to the poster).  It is under state control to make sure it will be posted in 30 days.  State can withhold funding if the poster doesn't comply or use state police to enforce it.  10/1/19 is official effective date • MASH to replace NCHRT 350

  12. Committee on TSMOBrent Cain Development of a Transportation Operations Manual • Variable speed limits and queue warnings • Ramp metering • ICM facilities / modes / advisories • Planned special events • Emergency transportation operations • Work zone traffic management • Traveler information (pre-trip, enroute, 511, DMS) • Advisories (weather, safety, fog, rollover) • Incident management

  13. Committee on TrafficMaysa Hanna • Increase in the gas price to handle preservation. • Smart Lane, use of shoulder during peak hours 6-9 am and 3-6 pm •  FHWA update: • Pavement Marking Retroreflectivity  on path to the Final rule making. • Horizontal Curve Warring Sign- compliance date will be addressed in the next NPRM. • 3D Crosswalk • Colored Pavement for HWY Rail crossing is not under consideration.  • Red colored pavement for transit lane, draft IA is under review • MUTCD new edition, NPA likely to come out later this year    • Speed limit:  • Currently the practice is to use the 85th percentile. According to NCHRP 17-76 there is a recommendation to use USLIMITs2 which will result in lower speed limit as they use the 50th percentile.

  14. Committee on TrafficMaysa Hanna • Using Automated Speed Enforcement. • Local Municipalities are not following MUTCD • Noise complaints about the sinusoidal rumple stripes • Increase of crashes after the approval of the recreational marijuana in Illinois   • DOT's are moving toward wider striping as a preparation of the CV/AV. • Use of temporary rumple stripes in 70mph FWYs.  • FHWA working with NHTSA on the type of messages DOTs can use on DMSs.
