  10. UMES Senate Structure: Our Conundrum, part 1 Per its Constitution and Bylaws, UMES Senate is a representative democracy. (Constituencies elect Senators who deliberate and vote on their behalf). In practice, for some years, UMES Senate has functioned as a direct democracy. (All attending members of the UMES community participate in deliberations and voting).

  11. UMES Senate Constitution & Bylaws Article II: Membership Section 1. Membership: Only duly qualified members of the Senate shall exercise the power, prerogatives and responsibilities of membership in the Senate. For operational purposes of the UMES Senate, the following definitions are used to identify the various constituencies:

  12. A. Administrators - Full-time employees with major responsibilities and authorities in academic administration, and members of the Executive Administrative Cabinet.

Faculty - A faculty member is defined as one who holds academic or librarian title and whose principal occupation on this campus is teaching, advising, performance or research.

  14. A. Administrators - Full-time employees with major responsibilities and authorities in academic administration, and members of the Executive Administrative Cabinet. B. Faculty - A faculty member is defined as one who holds academic or librarian title and whose principal occupation on this campus is teaching, advising, performance or research. C. ExemptStaff - Full-time employees with major responsibilities and authorities in general supportive services, except those employees excluded by specific statutory provisions.

Students - A student shall be defined as anyone currently enrolled at UMES as a full-time or part-time student in approved courses offered by the University, including graduate students.

  17. Per Article II of the current Bylaws, UMES Senate is comprised of the following constituencies and their Ex officio or Elected Representatives. There are thirty-three (33) voting Members and six (6) non-voting Members.

  18. * Neither the Graduate Student Association (GSA) nor the Pharmacy Student Government Association (PSGA) has elected representation under the current Constitution, except for the sole graduate student noted above. ** Students are elected to one-year terms; Faculty, Exempt Staff, and Non-Exempt Staff are elected to two-year, staggered terms. *** Does not specify graduate/professional.

  19. UMES Senate Structure: Our Conundrum, part 2 Many, in our UMES family, have expressed that our Senate governance documents should be reviewed, and, as warranted, amended. However, in order for Senate to do so, we must first respect the current Constitution and elect the aforementioned voting Senators. Then, with that group of Senators assembled, we will be able to proceed with desired Amendments to the Constitution and Bylaws.

  20. A Path to Proposed Resolution • Representatives from the university’s shared governance bodies have been contacted with a request to: a. hold elections, per their own Bylaws, of their Senate representatives, if they have not already done so; b. forward the names of those individuals to the Chair of UMES Senate; and c. encourage their elected representatives to attend the 08 October meeting of UMES Senate.

  21. A Path to Proposed Resolution 2. UMES Senate Chair has asked Dr. Linda Johnson, Chair of UMES Senate Constitution Committee to assemble and convene a broadly representative/inclusive team to review the current governance documents and to ready recommendations for deliberation at the 08 October meeting of UMES Senate.
