Background: Strategic Objectives for India • Establish U.S. – India relationship “ahead of the curve” • Encourage greater transparency in India and the U.S. • Encourage greater efficiencies in conformity assessment to facilitate trade • Encourage greater Indian participation in international standardization • Support individual ANSI member activities and initiatives in India • Develop Standards Portal for India

Background: Recent ANSI - India Engagement • ANSI Signs MOU with Bureau of Indian Standards (BIS) at ISO General Assembly (September 2006) • ANSI President and CEO India visit and meetings (January 2007) • ANSI and DOC Staff-Level Fact-finding mission to India (March 2007) • ANSI Signs Tripartite MOU with BIS and Confederation of Indian Industry (December 2007) • ANSI Staff Provides Training on Personnel Accreditation to India (February 2008) • Indian Delegation Participates in PASC (April 2008) • Ongoing engagement through regional and international fora; informal information sharing and cooperation

Opportunities and Threats Opportunities • Indian industry appreciates benefits of U.S. approach and is organized and ready to engage • Several high-level policies relating to standardization and conformance in India are currently open for revision • Indian stakeholders are willing to share ideas and concerns frankly and to engage in open discussion Threats • Limited U.S. Industry Focus on S&C • BIS Not Linked to Commerce and Trade • Bureaucracy • Perceived U.S. NTBs from Indian government and industry • Lack of coordinated U.S. effort in India
