  3. ADP DEFINED • ADP is the main vehicle for holistic development • It is a geographical area with integrated child focused TD that is community-led • Maximum coverage area is up to 50,000people

  4. ADP DEFINED Continued • Follows Government administrative & Political boundaries • Covers an Inkhundla or part of it so that there is only one Member of Parliament and is easy for administration purpose

ALIGNMENT WITH DECENTRALIZATION POLICY MAIN GOAL • To provide an enabling environment for promoting and enhancing sustainable development within a decentralized governance framework • It promote demand-driven community and national development programmes and projects that contribute to the ultimate object of enhancing poverty reduction

  6. Settlement pattern : sparsely populated rural communities ADP life time: 15 years or more Programme multi - year plan funding source: Sponsorship, grants & local income ADP CHARACTERISTICS

LOCAL DEV STRUCTURE Local development structure is sustainable & fit into govt decentralization Development mandate emanates from community Decision making power at community and Inkhundla level Salaries paid by govt PMC STRUCTURE PMC structure is not sustainable and does not fit into government decentralization framework Current structures serve WV not community needs Decision making power limited to community level Expectation for allowances ADP MANAGEMENT CONTRAST

HUMAN RESOURCE • All project staff employed by the ADPs are resident in the ADP communities • ADP core staff live within the community • Minimum qualification for development officers is a degree in a relevant field • There is one Programme Officer for each of the projects being implemented in the ADPs

Food Security Programmes • Improving Availability of food: crop diversification, increased yield, improved varieties and cultivars, improved livestock practices • Increasing Access to Food: Income generating activities and micro enterprise development, agricultural based income generation • Improving food utilisation: Improved storage facilities and techniques, training on food preparation and preservation • Increased stability: Improving local market conditions, bulk purchasing of food and inputs
