Commander Responsibilities • Appoint a safety officer in accordance with paragraph 3a(1) • Ensure Operational Risk Safety Briefings are being performed at all required activities and sub-activities • All levels of command shall work in partnership to develop effective safety education and mishap prevention • All levels of command shall seek to instill a culture of safety that guides the planning and execution of every CAP activity • Commanders at all levels carry the responsibility of taking immediate action regarding any CAP member who places a fellow member or CAP asset at unnecessary risk • Commanders are responsible to ensure all members within their command do not participate in any CAP activity unless they are compliant with the safety education requirements in paragraph 4 • Review and comment on the online Safety Surveys of all subordinate units
Unit Safety Officer Responsibilities • Unit safety officer position have been established to assist and advise commanders • Ensure ORM analyses are completed on all required activities and sub-activities • Ensure required operational risk safety briefings are completed on all required activities and sub-activities • Perform online safety surveys annually in accordance with paragraph 6 • Prepare mishap notification and reports, and conduct mishap investigation when assigned • Develop training guides in coordination with NHQ Safety for safety programs • Develop a program of regular safety education and mishap prevention training for the unit(s) to which they are assigned. • No less than 15 minute per month of safety education • Training is documented in the National online safety database • Establish a file of safety education material • Be encouraged to prepare presentations that are pertinent to local conditions, environmental, geographic and community needs. • Conduct staff visits to subordinate units to assist them in identifying and solving safety problems • Review reports of safety education briefings from subordinate units • Be familiar with how to access roster of subordinate unit safety officers online • Ensure that mishap reporting is completed per R62-2 • Establish local mishap reporting procedures as required by R62-2 • Establish a schedule of safety events pertinent to the unit’s scope of responsibilities • Within 90 days of appointment complete Basic Safety Course and test (eServices) • Mentor Cadet Safety Officers assigned in units or activities
Cadet Safety Officer Responsibility • Cadet should be assigned as an assistant to the unit safety officer in all units • Primary role is to study and mentor under the supervision of the unit safety officer • Learn and demonstrate skills in safety leadership, education and presentation • Provide liaison between the safety officer and cadet command staff • Cadets in phase II through IV only • Cadet safety officer is NOT the primary safety officer for a unit
Activity Director/Command Responsibility • A safety officer will be appointed prior to the start of the activity • CAP members who have activity-approving authority will not approve any activity expected to last 2 or more days, unless a safety officer has been identified and formally appointed • Activity Directors are responsible to ensure no member participate in their activity unless the member is compliant with safety education requirements in paragraph 4
Mission Safety Officer • Duties per R60-3 • Conducts Safety Inspections • Updates the Incident Commander on current or expected Safety Issues • Develops plans for safe operations • Briefs Mission Staff on Safety Issues • Mishap Reporting & Handling
Activity Safety Officer Responsibility • Ensure ORM analyses are completed on all required activities and sub-activities • Ensure required operational risk safety briefings are completed on all required activities and sub-activities • Ensure full-time cadet and senior staff (not students) complete the Basic and Intermediate ORM courses • Complete the associated ORM worksheets before the activity begins • Ensure that on the first day of the activity the activity staff leads the participants through basic ORM course content for familiarization (do not need to complete the test) • Activities or Sub-activities that involve formal flight instruction (not CAP o-flights or military o-flights), operational flying or intensive flight line work, ensure the participants and staff have completed the CAP Aircraft Ground Handling Video and quiz • Glider Activities or sub-activities that involve actual flight operations with glider, ensure participants and staff have completed the Soaring Safety Foundation’s Wing Runner Course.
Member Responsibility • Live the CAP motto: Always Vigilant • Planning, conducting and participating in CAP activites • Every active CAP member who attends CAP meetings, participates in any flight and/or vehicle operations or participates in any Cadet activity or ES mission; shall complete the introductory ORM and safety as outlined in paragraph 4. • Every CAP member will wear appropriate protective equipment as outlined in paragraph 7 • Every CAP members is responsible to ensure that they receive an Operational Risk Safety Briefing for all activities or sub-activities that they participate in. • Participation in an activity without completing the Operational Risk Safety Briefing is PROHIBITED • Members have a responsibility to know their safety education currency status and to understand they may not participate in CAP activities unless they are compliant with the requirements of paragraph 4

Operational Risk Safety Briefing Requirements • ORM is a logic-based, common sense methodology • Calculated decisions • Based on human, material and environmental factors • associated with any type of activity • CAP commanders, activity directors, safety directors, and/or safety officers shall reference the list of Operational Risk Management analyses for CAP activities available on the NHQ web site • CAP leaders are required to use these forms to quantify and mitigate risk during CAP activities in conjunctions with required Operational Risk Safety Briefings. • If an ORM sheet is not available, then use the blank ORM worksheet (on NHQ web site) • Operation Risk Safety Briefings are mandatory
Personal Protective Equipment • Every CAP members will wear appropriate safety vests or safety apparel as outline in paragraph 7 when participating in CAP ground functions during all times; day or night. • Safety vests or apparel may be orange or lime green • Safety vests are approved for wear over the outermost garment of AF-style uniform or corporate uniform, and may or may not be ANSI compliant • Members of CAP may be exposed to environments with elevated sound levels. CAP members should wear appropriate hearing protection to reduce exposure.
