  3. THE ZIMCHE ACT • The framework of the system of HE in Zimbabwe is defined in the ZIMCHE Act, Chapter 25:27 which was promulgated in 2006 • The Act repealed the National Council for Higher Education Act, Chapter 25:08

  4. ZIMCHE MANDATE • Promote, coordinate & improve relevance & quality of HE • Act as a regulator in the determination and maintenance of standards of teaching, examinations, academic qualifications & research in HEIs

  5. CORE FUNCTIONS • Develop & recommend policy on HE • Register & deregister HEIs; • Accredit & regularly audit HEIs, programmes & courses; • Provide advice on the budgeting & funding arrangements for HEIs; • to assist HEIs in the training of high calibre staff; • Promote international co-operation & facilitate exchange programmes in HE; • Provide documentation, information & PR services for HE & training; • Promote equity in & access to HE

THE STRUCTURE OF ZIMCHE COUNCIL • Council is the governing body & provides policy direction. • Appointed by the Minister on a 3-year term on the basis of expertise & experience in HE and research & ability to give guidance and advice on matters of HE in the country in order to ensure that the functions of Council are discharged according to the highest professional standards.

COUNCIL The membership is 21 & consists of: • A chairman & a Vice Chairman. • 9 members who are not members of the public service, of whom at least 3 are external to the HE sector. • 3 Permanent Secretaries of ministries relevant to the development of HE • 3 VCs representing both public and private universities • The Chief Executive Officer • 3 members of international repute co-opted by the 18 members appointed by the Minister

COMMITTEES OF COUNCIL • Council executes its functions through specialist Committees and the Secretariat. • The committees examine and determine specific issues and advise the Council on action to be taken. • The committees engage the services of resource persons and peer reviewers where necessary.

  12. 1. Executive Committee of Council This is the principal committee of Council. It has the following membership:  • The Chairperson of the Council (Prof. C.J. Chetsanga) • The Vice-Chairperson of council (Prof. S.V. Mubako) • The Chairperson of the HEQAC (Prof. L.M. Nyagura) • One member appointed by Council from among the nine members appointed into Council in accordance with Section 7 (1) (C) (Prof. H. Patel). • The Chief Executive Officer

HE Quality Assurance Committee This Committee is responsible for recommending to Council all issues to do with QA in HE including: • assessing & ensuring the establishment & maintenance of high academic stds in universities & institutions that have applied for accreditation. • evaluation & approval of curricula of academic programmes & assessment of academic resources supporting such programmes. • Recommends to Council the national standards on recognition and equation of qualifications from various parts of the world

HE Funding and Financing Committee • Responsible for advising Council on all issues of funding, audit & internal controls, risk management and remuneration in HE including policies, principles, formulae & criteria governing allocation of public funds to HEIs. • The membership is as follows: • Prof. N.M. Bhebe – Chairperson • Dr. P. Makurira • Mr W. L. Manungo • Chief Executive Officer

  16. 4. Human Resource Committee This committee is responsible for looking into issues of staff welfare including to recruitment, retention & promotion . • It has the following membership: • Dr. G. Mandishona – Chairperson • Prof. L.S. Zijenah • Prof. M.M. Mhloyi • Dr. W.T. Mbizvo

  17. 5. Academic and Student Affairs Committee This committee is responsible for looking into issues of the welfare of students. • It has the following membership: • Prof. M.M. Mhloyi –Chairperson • Prof. L.S Zijena • Dr W.T. Mbizvo • Dr I.M. Sibanda • Dr P. Kurasha • Prof. N.M. Maphosa • CEO

  18. ZIMCHE SECRETARIAT • The Secretariat is headed by the CEO and ex-officio member of Council • The CEO is appointed by the Minister of Higher and Tertiary Education • The role of the Secretariat is to facilitate and coordinate the work of Council.

  19. SECRETARIAT STRUCTURE The Secretariat operates through 3 Directorates each headed by a PD: • Registration and Accreditation; • Academic and Institutional Audits • HR, Admin and Finance

  21. Conclusion • This paper has explained that ZIMCHE was established by an Act of Parliament, explained its functions and its composition. • Good working relations among all stakeholders in HE will enable ZIMCHE to promote quality in HE in Zimbabwe.
