PBS Routes • Queensland first jurisdiction to classify & publish (2008) • Direct migration of B-double and road train network (A class) with stakeholder consultation • Class B network provides significant productivity benefits • Growing freight task & industry expectations • PBS supported by Department P

  4. PBS 2B (30m) Routes • 470km of 2B routes approved • 323km of route assessments near completion • 4,150km of route assessments programmed • Spending approx $250-500K per year on 2B route assessments

Level 2B Routes Complete • ~ 470 km • South-East Queensland • Toowoomba to Port of Brisbane (pilot route) • Link pilot route to Hemmant, Lytton, Colmslie (port precinct) • Yatala to Heathwood (CUB and Aldi DC) • Townsville • Link Level 3A network west of Townsville to the Port • Port to Yubulu (north)

Toowoomba to PoB – pilot route • Classified PBS Level 2B in Oct 2010 (360km) • Significant freight efficiency gains for containerised grain • 5,100 truck trips from Oct 2010 to July 2011 • Truck trips for same freight task cut by 50% • Saved 1.8M vehicle kilometres travelled • Saved 650,000 litres of diesel • Saved 1,700 tonnes of greenhouse gases • 21% reduction in ESAs for same freight task • Achieved without any road upgrades

  7. Toowoomba to PoB – pilot route Timeframe of 10 months including vehicle trial

Routes Currently Being Assessed • Bruce Hwy – NSW border north to TMR Mackay/Fitzroy Region boundary • Cunningham Hwy (near completion) • Eagle Farm – various routes (~50km) • Gladstone – various routes (~380km) • Mackay - Port to Hazeldean (~100km) • Goondiwindi • Warrego Hwy to Amberley Air Force Base

  9. PBS Challenges • Application form on TMR website (no backdoor emails) • Existing or new route will determine length of time • Bridges – Tier 1, 2 or 3 and 6 axle dogs • Truck and dogs 2-4 weeks • A-doubles 2 weeks to 1.5 years • Tier 3 = time taken x frustration

  10. Reflections • Build it and they will come • Sell wider economic, safety and environmental benefits. This isn’t just about the “truckie” making more $$’s • Sustainable business models for government • Education • Bridges • Did I mention bridges?

Future Directions • Industry organise route assessment process for “last mile” routes • TMR undertake route assessments of strategic significance • Codify common PBS vehicles (eg. truck and dogs) and make a national notice • Simplify process for design variations • Simplify bridge assessments
