  2. (Exo 18:12-24) Then Jethro, Moses’ father-in-law, took a burnt offering and other sacrifices to offer to God. And Aaron came with all the elders of Israel to eat bread with Moses’ father-in-law before God. {13} And so it was, on the next day, that Moses sat to judge the people; and the people stood before Moses from morning until evening. {14} So when Moses’ father-in-law saw all that he did for the people, he said, "What is this thing that you are doing for the people? Why do you alone sit, and all the people stand before you from morning until evening?" {15} And Moses said to his father-in-law, "Because the people come to me to inquire of God. >>>

  3. {16} "When they have a difficulty, they come to me, and I judge between one and another; and I make known the statutes of God and His laws." {17} So Moses’ father-in-law said to him, "The thing that you do is not good. {18} "Both you and these people who are with you will surely wear yourselves out. For this thing is too much for you; you are not able to perform it by yourself. {19} "Listen now to my voice; I will give you counsel, and God will be with you: Stand before God for the people, so that you may bring the difficulties to God. {20} "And you shall teach them the statutes and the laws, and show them the way in which they must walk and the work they must do. >>>

  4. {21} "Moreover you shall select from all the people able men, such as fear God, men of truth, hating covetousness; and place such over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens. {22} "And let them judge the people at all times. Then it will be that every great matter they shall bring to you, but every small matter they themselves shall judge. So it will be easier for you, for they will bear the burden with you. {23} "If you do this thing, and God so commands you, then you will be able to endure, and all this people will also go to their place in peace." {24} So Moses heeded the voice of his father-in-law and did all that he had said.

LEADERS • Moses was wearing himself out trying to solve every problem which arose • Jethro, Moses father-in-law, suggested that he get help by appointing other leaders • Verses 21 & 22 give the qualifications of these leaders - "Moreover you shall select from all the people ABLE MEN, such as FEAR GOD, MEN OF TRUTH, HATING COVETOUSNESS; and place such over them to be RULERS OF THOUSANDS, RULERS OF HUNDREDS, RULERS OF FIFTIES, AND RULERS OF TENS. "And LET THEM JUDGE THE PEOPLE AT ALL TIMES. Then it will be that every great matter they shall bring to you, but every small matter they themselves shall judge. So it will be easier for you, for they will bear the burden with you. • These qualifications apply to all who would be leaders: elders, deacons, ministers, fathers, mothers, teachers etc.

A LEADER MUST BE AN ABLE PERSON • LEADERS MUST LEAD IN THEIR FAMILIES - (1 Tim 3:5) (for if a man does not know how to rule his own house, how will he take care of the church of God?); • LEADERS MUST BE ABLE TO TEACH - (2 Tim 2:2) And the things that you have heard from me among many witnesses, commit these to faithful men who will be able to teach others also. • LEADERS MUST BE EASY TO FOLLOW - Heb 13:17 Obey those who rule over you, and be submissive, for they watch out for your souls, as those who must give account. Let them do so with joy and not with grief, for that would be unprofitable for you.

A LEADER MUST FEAR GOD • FEARING GOD IS THE WHOLE DUTY OF MAN - (Eccl 12:13) Let us hear the conclusion of the whole matter: Fear God and keep His commandments, For this is man's all. • RULERS (LEADERS) SHOULD FEAR GOD - (2 Sam 23:3) The God of Israel said, The Rock of Israel spoke to me: 'He who rules over men must be just, Ruling in the fear of God. • THE FEAR OF GOD IS THE BEGINNING OF KNOWLEDGE - (Prov 1:7) The fear of the LORD is the beginning of knowledge, But fools despise wisdom and instruction.

A LEADER MUST BE A PERSON OF TRUTH • TRUTH BRINGS FREEDOM - (John 8:32) "And you shall know the truth, and the truth shall make you free." • LEADERS WITHOUT TRUTH BRINGS DESTRUCTION TO SELF AND FOLLOWERS - (Mat 15:14) "Let them alone. They are blind leaders of the blind. And if the blind leads the blind, both will fall into a ditch." • PURSUE AND KEEP TRUTH - (Prov 23:23) Buy the truth, and do not sell it, Also wisdom and instruction and understanding.

  9. IV. A LEADER HATES COVETOUSNESS • THE LOVE OF MONEY IS A ROOT OF ALL KINDS OF EVIL - (1 Tim 6:6-10) Now godliness with contentment is great gain. {7} For we brought nothing into this world, and it is certain we can carry nothing out. {8} And having food and clothing, with these we shall be content. {9} But those who desire to be rich fall into temptation and a snare, and into many foolish and harmful lusts which drown men in destruction and perdition. {10} For the love of money is a root of all kinds of evil, for which some have strayed from the faith in their greediness, and pierced themselves through with many sorrows.

  10. IV. A LEADER HATES COVETOUSNESS • COVETOUSNESS SHORTENS LIFE - (Prov 28:16) A ruler who lacks understanding is a great oppressor, But he who hates covetousness will prolong his days. • LIFE IS NOT IN POSSESSIONS - (Luke 12:15) And He said to them, "Take heed and beware of covetousness, for one's life does not consist in the abundance of the things he possesses."

  11. V. A LEADER DELEGATES WORK • Place such over them to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens • JESUS CHOSE THE 12 TO HELP HIM IN HIS WORK- (Mark 3:13-15) And He went up on the mountain and called to Him those He Himself wanted. And they came to Him. {14} Then He appointed twelve, that they might be with Him and that He might send them out to preach, {15} and to have power to heal sicknesses and to cast out demons: • IN ROMANS 16 PAUL LISTS NUMEROUS HELPERS IN HIS WORK

A LEADER DELEGATES WORK • THE APOSTLES HAD THE CHRISTIANS CHOOSE 7 MEN TO HELP IN PHYSICAL AREAS TO FREE THEM FOR SPIRITUAL THINGS - (Acts 6:1-4) Now in those days, when the number of the disciples was multiplying, there arose a complaint against the Hebrews by the Hellenists, because their widows were neglected in the daily distribution. {2} Then the twelve summoned the multitude of the disciples and said, "It is not desirable that we should leave the word of God and serve tables. {3} "Therefore, brethren, seek out from among you seven men of good reputation, full of the Holy Spirit and wisdom, whom we may appoint over this business; {4} "but we will give ourselves continually to prayer and to the ministry of the word."

  13. VI. A LEADER IS AVAILABLE • Let them judge the people at all times • PAUL COUNSELLED THE EPHESIANS NIGHT AND DAY - (Acts 20:31) "Thereforewatch, and remember that for three years I did not cease to warn everyone night and day with tears. • JESUS WAS CONSTANTLY SOUGHT OUT FOR WHAT HE COULD DO FOR THEPEOPLE - (Mat 14:13-14) When Jesus heard it, He departed from there by boat to a deserted place by Himself. But when the multitudes heard it, they followed Him on foot from the cities. {14} And when Jesus went out He saw a great multitude; and He was moved with compassion for them, and healed their sick. • LEADERS MUST BE AVAILABLE TO THEIR FOLLOWERS

  14. A LEADER MUST BE… • Able to lead, • Fear god, • Truthful, • Hate covetousness, • Delegate responsibilities, • Available to those who would follow him. • We are all leaders at times in our lives. • What kind of a leader are you?
