Bovine Identification and Registration (IDR) • Objective • To maintain a system for the identification and registration of cattle to facilitate their traceability • Legislation • Articles 4 and 7 of Regulation (EC) No. 1760/2000 apply • The Bovine IDR inspection include checks on the following pillars: • 1. Taganimals • 2. Animal Identification and Movement [AIM] Database • 3. Register animals following which a Passportissues • 4.   4. 1. Tagging and registration requirements: calves Tagging Use approved ear tags on both ears Tag home bred calves within 20 days or earlier if leaving the holding within 20 days Registration Register within 7 days of tagging but not later than 27 days Farmers should not register ear tags prior to tagging

  5. 1. Tagging and registration requirements Calves < 27 days at inspection will be checked for compliance with registration before the file is cleared. Calves/ animals found at inspection >27 days not tagged or registered will be sanctioned under all 4 pillars i.e. Tagging, Passport, AIM and Bovine Herd Register.

  6. 1. Tagging requirements: one tag missing Any animal missing one tag will receive weightings (2). Where more than 5 animals (herd < 100) or 5% (herd > 100) 4 weightings will apply. Must be evidence that there was a tag in other ear. >30% loss rate → minimum 1% sanction When an animal looses one tag it should be ordered immediately, thereby reducing the risk of the animal becoming unidentifiable.

  7. 1. Tagging requirements: both tags missing At inspection animals missing both tags will be sanctioned unless identifiable andreplacement tags have been ordered in advance of inspection notification. Tolerance will apply depending on herd size and number missing both tags.

  8. 2. AIM Database: general • All births, on-farm deaths, and on/off-farm movements must be notified to AIM within 7 calendar days of the event. • Late notifications to database will attract weightings even if the animals in question are correct at the time of the inspection.

AIM Database: farm-to-farm movements/ sales • For farm-to-farm movement/sales, the seller is responsible forobtaining the compliance certificate prior to the movement off the holding. • - via post by completing an application for a permit to move animals i.e. NBAS31A • or • - via online where the compliance certificate can be obtained on www.agfood.ie • However, the purchaser is responsible for the return of the Notification document within 7 days of the movement taking place. • Both parties are legally obliged to keep the database up-to-date.

AIM Database: on-farm deaths • The herdowner is responsible for notifying the AIM database of any on-farm deaths • Sanctions are applied where on-farm deaths have not notified to database • NBAS 31D form should be completed with knackery agent along with the required fee for the collection service.

  11. 3. Bovine passports Animals moving into herds must be accompanied by valid passports. Passports must be signed and updated e.g. when purchased by the herdowner. Surplus passports should be returned to the DVO. Significant sanctions will apply where surplus passports are found on holdings where animals appear “live” on AIM but not present in the herd.

  12. 4. Bovine herd register (Blue book) Update the BHR within 7 days of tagging an animal or movements into or out of the herd. Retain purchase and sales receipts as back up for the Register. If computerised registers are used, they must be on the DAFM approved list.

Online bovine herd register (register with www.agfood.ie) Since 2010, farmers can register to keep an online BHR, therefore no requirement to maintain the “blue book” Other advantages to AIM on agfood.ie It can be used to register calves online. A apply for and notify a Compliance Certificate. Potentially reduces Cross Compliance sanction for maintenance of BHR.

  14. Overview of the SMR 7 inspection procedure • Inspecting officer checks for - Tagging - Registration/AIM - Passports - Bovine Herd Register • Inspecting officer has a copy of an • - up-to-date herd profile for the holding • - and BPS maps for the holding

Overview of the SMR 7 inspection procedure The inspecting officer will: • count the cattle on the holding to verify that they match the number on the herd profile. • record number of animals with no tags or missing tags. • record the number of calves not registered < 27 days. Tag samples: A random sample tag numbers in herds > 20. Entire herd is recorded in herds < 20 or where non-compliances are found.

  16. Overview of the SMR 7 inspection procedure Passport checks Are passports signed and up-to-date? All passports are counted and reconciled with the herd profile. Surplus passports for animals that have died and are still “live” on the profile should have been notified and returned to the DVO.

  18. Summary points • Tag calves within 20 days of birth and register within 7 days of tagging (max 27 days). Replace lost tags immediately • Notify AIM database of farm-to-farm movements within 7 days • Lost or stolen animals must be reported to the Gardaí immediately. • Keep the BHR updated • Animal movements between herds must be accompanied by valid Passports. • Respond promptly to AIM queries (within 14 days)
