Youth Guarantee • EU Initiative; implementation in 2014 *in the Republic of Croatia implementation of certain measures started in July 2013) • Young persons up to 29 yearsold (expanded target group) will receive employment or education offer shortly after their entrance in the CES unemployment evidence • Subsidies, occupational training without commencing employment, self-employment, public works, education • Employment offer should be expanded to social enterprises; various forms of professional practice • Special support for young adults leaving the education system with incomplete secondary education

Type of measures • Employment subsidies (financing of 50% wage cost) • Training subsidies (traing of the newly employedor employed lacking certain skills and knowledge) • Occupationaltraining without commencing employment, • Self-employmentsubsidies, • Public works programmes, • Education (in training institions)

Project: Youth in the Labour Market • Instrument for Pre-AccessionAssistance (IPA) Programme 2007 - 2009 • Component IV: Human Resources Development • Duration: 18 months (January 2010 –July2011) • Value: € 1.100.000 • Overall objective: To reduce youth unemployment at the regional level. • Purpose:To promote and foster employment of youth at the regional level (following partnership approach) through the development and implementation of active labour market policy measures. • Target groups:unemployed youth (age group 15-24), local labour market stakeholders, CES counsellors.

Project: Youth in the Labour Market- results • Local stakeholders developed and improved their knowledgeand skills on youth employment issues and proposedappropriate actions to tackle problems of youth in the labour market. • Capacities of the CES to deliver better tailored and more targetedservices to unemployed youth increased.

Project: Youth in the Labour Market - results • Analytical report about the attitudes towards youth unemployment of young unemployed people and employers in 8 selected Croatian counties: • youth has less security in the LM – much more represented in temporary, seasonal and short-term /fixed-term contracts • 65% of employers feel that educational outcomes are not attuned to their needs – not satisfied with level of occupation-related practical skills of youth; however, only half provide opportunity to acquire such skills through systems of apprenticeship, internship or work practice => real barrier to entry to LM and retention of jobs

  12. Projects in 2013 • IPA Direct Award – Occupational training without comencing employment • Miniature ESF – second half of 2013 – Subsidized employment of young people without work experience (3.529.412 euros) and Occupational training without commencing employment (2.352.941 euros)

Other services for youth • Youth Center • providing information, job mediation and counselling, advisors specially trained to work with youth • first one established in 2013 in Zagreb, other 3 to be established by the end of 2013 (Rijeka Osijek and Split) • next year another 18 (in total 22 to be functional next year, one in each CES Regional office) • CISOK (Career information and guidance centre) • Providing information about LM situation, trends, career counselling services etc. in order to foster lifelong learning • available to wider public (not only CES clients), located outside CES premises • 8 centres established in 2013,

Challenges • Better harmonization of the educational system and labour market • Encourage entrepreneurship through regular education • Encourage high school education continuity, lifelong learning and universal skills • Strenghten the role of the local community in youth employment through local partnerships for employment • Actively participate in the labour market in order to promote geographical and professional workforce mobility, new employment and self-employment • Continue to use EU funds in order to develop programs for youth
