General Highlights • Chaired by Barbara Ryan, USGS • Hosted on Big Island of Hawaii • Opening remarks from US Dep Sec of Interior Honorable Lynn Scarlett and USGS Director, Mark Myers • CEOS 2007-8 Focus affirmed: Progress towards targets of CEOS IP, establish space priorities for GEOSS, sustained progress on CEOS constellations. • Incoming CEOS Chair Pontsho Maruping, CSIR vision for 2008 includes special topic: • Data and Earth Observation Democracy for Developing Countries. 2

New Members of CEOS • CDTI (Centre for the Development of Industrial Technology, Spain) • Mónica López (CDTI) gave a short presentation summarising CDTI and its programmes. • CTDI is Spanish Delegation to ESA. • Spain’s optical Earth observation system is called INGENIO. The payload has a resolution of 2.5m PAN and 10m MS. Launch is expected in 2010. • CRESDA (China Center for Resources Satellite Data and Application) • Gilberto Camara (INPE) noted the application of CRESDA,voted in by CEOS in absentia. • CRESDA is a national center for land observation satellite data processing, storage and distribution. • CRESDA is the legal owner of the CBERS-1 & 2 satellites 3

CEOS as Space Arm of GEO • Volker Liebig (SIT Chair) stressed the importance of the CEOS Implementation Plan (CEOS IP), the path chosen by CEOS in 2005 in response to the arrival of GEO and the GEOSS. • This Plenary marked 1st Annual Report on CEOS Implementation of GEOSS Space Segment. • CEOS agencies have agreed that this becomes the main business of Plenary. 4

Transitions • Pontsho Maruping (CSIR of South Africa /incoming CEOS Chair) succeeds Barb Ryan (CEOS Chair) • Ivan Petiteville (ESA, incoming CEO) succeeds Jean-Louis Fellous (CEO) • Mary Kicza (NOAA, incoming SIT Chair) succeeds Volker Liebig (SIT Chair) • Martha Maiden (NASA, incoming WGISS Chair) succeeds Ivan Petiteville (WGISS Chair), and Pakorn Apaphant (GISTDA) is incoming Vice-Chair • Gordon Bridge (Eumetsat, incoming WGEdu Chair) succeeds Yolanda Berenguer (WGEdu Chair), and TM Sausen (INPE) is incoming Vice-Chair 5
