  1. Review of Meteorological Data Sharing Project in China Anyuan XIONG (National Meteorological Information Center, CMA, CHINA)

  2. OUTLINE • Background • Sharing strategies and concerning technical standards • Datasets Development • Data-sharing System • Data Services

  3. Background 1. Meteorological data is one of the most widely used data. 2. ISSUEs: • The notion about data service • Great amount of data produces continuously ----How to manage it? • A less amount of shareable data ----How to develop shareable products? • A low capacity to share the data ----How to effectively make the data available?

  4. Background In December 2001, under the support of the MOST, CMA Startup the project “Meteorological Data Sharing”to increase the capability of meteorological data sharing service from 2001 to present. Xiangshan scientific conference

  5. Background • CMA have done three works: • Develop the sharing strategy and technical standards, • Integrate the data resources, • Construct the service system.

  6. Sharing Strategies and Technical Standards • In order to standardize the works of meteorological data sharing, we have developed a series of standards and regulations which include two aspects: • sharing strategies • technical standards about data management

  7. sharing strategies Law and Policy • Meteorological Laws of the People's Republic of China • No.40 Resolution of WMO • Measures for Meteorological Data Sharing (issued by CMA) Strategies for sharing Principle:Sharing data based on Classification and Grading • Draft of Classification and Grading of Shared Meteorological Data • Draft ofClassification and Grading of Meteorological Data Users

  8. Standards and Regulations for DM • Metadata Standards of Meteorological Datasets • Classification , Coding and Naming Rules of Meteorological Datasets • Criterion of Making and Archiving Meteorological Datasets • Description Composing Rules of Meteorological Datasets

  9. Standards and Regulations for DM Metadata Standards of Meteorological Datasets with references of : • WMO Core Metadata • ISO Geography information metadata standard (ISO 19115) • Chinese sustainable development information core metadata dictionary Define: • Metadata Entity • Database :ID, QC, Time, Coverage, KeyWords, Format, Restriction, Distribution……(attributes)

  10. Standards and Regulations for DM Classification, Coding and Naming Rules of Meteorological Datasets • Based on all kinds of attributes of Meteorological data, using line and area classifying method , the meteorological data can be classified 14 classes. • The rules also define the regulations of coding and naming database and itsfiles.

  11. Standards and Regulations for DM Criterion of Making and Archiving MeteorologicalDatasets Description Composing Rules of Meteorological Datasets • Entity of data • Metadata file • Documentationfile A dataset

  12. Datasets Development How to transform the meteorological observations into the shareable products is the most important works in data sharing project.

  13. Datasets Development Meteorological Observations CMA have built several kinds of meteorol. Obs. Networks from 1949 — surface — upper-air — satellite — radar — baseline atmosphere — acid rain — agro-meteorol. — ……

  14. Datasets Development Issues: • Historical data are recorded in different medias with different formats. • Much of data is not digitized. • There are a lot of quality problems with historical data which should be tested and adjusted.

  15. Datasets Development QC Schemes: • Quality Control Procedure forsurface observations. • Quality Control Procedure forupper-air observations. • Quality Control Procedure forradiation observation. • Global surface weather dataset • Global upper-air weather dataset • China surface climate dataset • China upper-air climate dataset • China radiation climate dataset

  16. Datasets Development Homogeneity Test and Adjust: • Because of station relocating, sensor changing, obs. Time altering,….,there are lots of inhomogeneities in the Climatic Series. • To test and adjust these inhomogeneous Climatic Series. BeiJing Before After • Monthly Temperature dataset (1951-2003)

  17. Datasets Development In recent 5 years, we have developed 105 Data sets, totally more than 1000GB, 13 different types • Surface data • upper-air data • Radiation data • Oceanic Meteorol. data • Satellite Meteorol. data • scientific experiments data • ……

  18. Data Service system China Meteorological Data Sharing Service Platformis a distributed sharing service system, which be jointly constituted by elementary data service web site, and six provincial data service web sites, at present.

  23. Data Service system • Distributed networks: • ----Unified platforms Unified Metadatas Unified data classification and naming Unified user recognization

  24. Data Services • Online Services (from Jan. 2002—Dec. 2005): • (http://cdc.cma.gov.cn) Registered users :>600 Web visitors: 260,000 Data Downloaded:more than 4,800 GB

  25. Data Services Offline Services (from National Meteorological Archives) From Jan. 2002—Dec. 2005, more than 2,700 persons visited the reception centre and got data 600GB totally.

  26. Data Services In addition, there are 21 provincial meteorological bureaus to set up their own data sharing platform on internet and afford data sharing services.
