NDIA PMSC Services Sub-Committee - Overview [initial draft] • General Purpose: • To provide focused effort to represent PMSC interests in the application of EVMS to services type programs and/or contracts • General Goal: • To define and complete specific activities to improve the application of EVMS to services type implementations. Outcomes of these activities may include scenario based examples, recommendations, training, information, and/or documentation to support such implementations. • Scope: Includes the application of EVMS to: • Programs and/or contracts where the majority or primary purpose of the work is “traditional services” in nature • What is out of Scope? • Non-recurring consulting services provided to educate/guide/support customers • Includes short-term, deep knowledge based consulting • Recurring consulting services or long-term “augmentation” of government functions

NDIA PMSC Services Sub-Committee - Draft List of Topics to Be Addressed • Flow-down considerations to subs (e.g. subcontractors, supporting customer or government organizations) • Service Level Agreements (SLAs) • Potential for more emphasis on processes vice EVM metrics or scheduling techniques • PBA and CMMI integration • Impact on different contract types (e.g., T&M, FP LOE) • Customer and project/contractor team buy-in and support • Periodic issue of people wanting to set BCWP equal to ACWP and doing so at the program level vice lower levels • Challenge with incumbents having this new requirement incorporated • Contracting officers inserting requirements when the customer team does not understand/support the requirement • Education of new services environment to senior customer and company leadership • Potential skewing of metrics when based on labor hours • Communication plan for stakeholders (e.g. PSC)
NDIA PMSC Services Sub-Committee - Timeline Going Forward • Target formal briefing and draft deliverables at 4/24 meeting • Use 1/30 meeting to: • Layout key aspects of issues and topic elements in the form of a bulletized presentation • Solicit more volunteers (especially government) and to get feedback on above
