  3. Cooper Hall continued • Phase II Renovation and Addition • Request Submitted to PaSSHE August 1998 • Approved Act 35 of 1999 $10,688,000 • Authorization Expired June 16,2003 • Resubmitted to PaSSHE for Reauthorization August 2002 $15,500,000

Cooper Hall Continued • Resubmitted to PaSSHE May 2003 for 04/05 Budget @ $16,100,000 • August 2003 Project programmed into PaSSHE 5 year spending plan pending reauthorization @ $16,500,000 • Resubmitted to PaSSHE April 2004 for 05/06 Budget @ $21,011,397 • Project Approved by Legislature in Act 40 of 2004 with total authorization of $23,000,000

Cooper Hall Continued • Project funding was released up to $23,000,000 by the Budget Office in February 2006 with funding combined from both Act 40 and Act 223 projects. • $19,450,000 Construction and $3,890,000 design and contingency. • The Department of General Services (DGS) Selection Committee short-listed 3 firms • The DGS Secretary selected Astorino Architects as the design firm in August 2006

Cooper Hall continued • Memorandum of Understanding (MOU) for Project Delegation was received by PaSSHE from DGS in October 2006 • Final MOU received from PaSSHE / DGS legal by EUP February 22, 2007 • Architectural Contract Fee Negotiations are concluded March 2007 • Contracts signed by EUP and Astorino in March 2007 and we anticipate the signed contract to be returned from the Commonwealth Attorney within the next week
