Empowering civil servants in Romania for increased productivity and service delivery efficiency • ECDL e-skills development programmes for public servants were: • selected as part of Romanian Government public administration reform strategy 2007-2013; • delivered at a large scale; • successfully contributing to the objectives of the public administration reform in Romania. • Case can be easily adapted and used elsewhere.

  4. Contributing to Public Administration Reform in Romania ICT skills development project by the National Association of Civil Servants in Romania using the ECDL certification programme. ECDL certification was formally adopted as a key performance indicator in the public administration reform strategy 2009-2013 in Romania. Analysis of civil servant ICT skills discovered significant deficiencies.

  6. Successful Implementation 12.000 civil servants enrolledin the programme with a completion rate of 98%. Proven adequacy of the delivered e-skills development programme and the effectiveness of the implementation methods. Evaluation with over 400 participants with very positive results.

  8. Conclusions Pre-requisite for a successful roll-out of the administrative reform in Romania. A first but essential step in continuing the implementation of the administrative reform in Romania. ECDL certification provided a clear measure for return on investment in the training. ECDL certification served as an indicator of training quality as well as provided motivation for the employees to complete the training.
