Cambodian National Council for Youth Development ( CNCYD) • Royal Decree which defines the mechanism for coordination, monitoring and evaluating the national response to the Law on Education and National Policy on Youth Development • Inter ministerial Composition, presided by the Prime Minister and one or more DPM. • Roles • Coordinating and implementing the National Youth Policy • Approve the National Action Plan • Mainstream Youth Development in all Ministries • Consolidate youth forces from all works of life and mobilize resources for youth development • Youth and the economic sector- education and training • Research • Budget as annex to the MOYES budget

  3. CNCYD (2) • Meets twice a year and may invite representatives from ministries, civil society, DP and international organizations • Councils for Youth Development at Ministry and Capital/Provincial level ( to be decided). • Secretariat is the MOYES

MOYES • Secretariat General for the CNYCD ( by Sub Decree) • Planning, financial and technical role • National Strategic plan and National Action Plans • Structure • Admin, planning and finance section • Policy implementation Section • Monitoring and evaluation section • Requested the UN for Technical Assistance • Strong focus on Youth Employment
