Dee Valley Water plc2009 Periodic ReviewDraft Business Plan (August 2008)Reporter’s Public Overview Overview of the Company’s Submission Dee Valley Water publishes their document to give all stakeholders the opportunity to comment on its proposals prior to the final determination of prices by the Water Services Regulation Authority (Ofwat) in November 2009. The Company’s plan has been established to deliver the 25 year Vision set out by Dee Valley Water in its Strategic Direction Statement (December 2007). The Vision statement and this plan are well aligned. Dee Valley Water have taken the messages received from stakeholders and have limited proposed investments to those required to maintain the current serviceability of its assets and to comply with legislation. The forecast average household bill in 2014/15 is £126.87 compared with £120.57 in 2009/10, excluding the effects of inflation. The main area of investment will be on asset maintenance at Llwyn Onn to replace its largest treatment works to ensure continuity of supply and to increase the rate of replacement of water mains to ensure no deterioration in current levels of service with respect to interruptions to supply. Other key areas of investment will include security enhancements stipulated by Government and flood protection work at its largest river intake at Bangor on Dee. The Company proposes to maintain the very high levels of customer service that have been achieved during the last 5 years. Leakage levels will be maintained at or below the economic level. The Company has established robust processes to ensure that the information contained in the public domain summary has been effectively drawn from the comprehensive textual and numerical information submitted to Ofwat for detailed scrutiny and challenge. The information in the public domain summary is an accurate and simplified overview. As part of the review and challenge Dee Valley Water has been open and transparent with the Reporter and his team who have been tasked by Ofwat to act as a professional commentator and certifier on the regulated activities of the Company. In fulfilling this requirement the Reporter can confirm that Dee Valley Water has supported the Reporter and his team in ensuring that company regulatory information is consistent, comparable, reliable and accurate.
