DRPT Background • 1970’s-1992 – Known as the Rail and Transit Division of the Virginia Department of Highways and Transportation (VDH&T) • Following ISTEA calling for all modes to be represented at the planning table, VDH&T was split with the creation of VDOT and the Department of Rail and Public Transportation • DRPT was created with VDOT providing for all administrative costs • Annual budget was committed to not increase in MEL or Cost • MEL 30 held until around 2007 with 9 MEL in the Rail Division had decreased to 5 • 1970’s-1992 – Known as the Rail and Transit Division of the Virginia Department of Highways and Transportation (VDH&T) • 1992 - Following ISTEA calling for all modes to be represented at the planning table, VDH&T was split with the creation of VDOT and the Department of Rail and Public Transportation • DRPT was created with VDOT providing for all administrative costs • Annual budget was committed to not increase in MEL or Cost Presentation Title: The Evolution of a VA Rail and Transit Agency 2

Organization Change Begins • 2007 – Workforce and strategic organization review conducted that resulted in: - Rail Division RIF of 3 of 5 filled positions and froze all other vacancies • Rail Division transitioned from employee based to PMOC arrangement. • DRPT signs a 3 year contract for 5 contractor embedded staff for the Rail Division Presentation Title: The Evolution of a VA Rail and Transit Agency 3
