Program Overview DBE and Local Jobs Programs • The Expo Authority and the Design-Build Contractor, FCI/Fluor/Parsons, have committed to implementing a Local Jobs Program and a 20% participation goal for Disadvantaged Enterprise (DBE) firms on the Expo Light Rail Project. • The following presentation outlines the contractor’s progress as of August, 2007 in achieving those goals

DBE Objective Disadvantaged Business Enterprise (DBE) Program Objective: The Expo Construction Authority and the Design-Build Contractor, FCI/Fluor/Parsons, have made a commitment to help DBE, small-sized, minority, and women-owned businesses participate in the design and construction of Phase 1 of the Expo Project, from downtown to Culver City. FFP has committed to reaching a 20% DBE participation goal on this project. As a result, the contractor will strive to award contracts worth 20% of the overall contract value for design, professional services and construction to DBE firms. FFP will use their best efforts to achieve this goal. As of August 2007, the contract values for the Project are as follows: Design Allowance + Fee = $26,650,000.0020% DBE Goal = $ 5,330,000.00Professional Allowance + Fee = $43,787,000.0020% DBE Goal = $ 8,757,000.00Construction Allowance + Fee = $54,795,112.00*20% DBE Goal = $10,959,022.40 *Construction dollars represent the 2 work packages released as of July 31, 2007. Figures will vary as additional work packages are released.

DBE Outreach Disadvantaged Business Enterprise (DBE) Outreach: • Promote program through Vendor Fairs and Community Based Organizations • Utilize existing DBE databases from other organizations • Utilize Community-Based resources and grass roots organizations to provide DBE referrals for sub-contracting opportunities • Network with other design/construction companies for DBE referrals • Mentor firms to assist with certification, bonding, insurance • Advertise DBE opportunities in industry publications, website postings, local radio station KJLH, and an assortment of local newspapers such as: • Los Angeles Sentinel • Los Angeles Wave • e-Bidders distribution • Notices of upcoming solicitations will be emailed or mailed to DBE firms elected from the FFP database

Jobs Program Local Jobs Program Initiative • The contractor’s construction jobs program goal is to hire local residents from within the Expo Corridor to work 30% of construction hours. • The construction field office at Arlington/Exposition is open for job inquires and takes applications – over 750 people have inquired about jobs on the project and have been added to the database for tracking and follow-up. • Contractor has been hiring new construction workers through community outreach efforts. All workers hired through these efforts reside within one of the 75 zip codes identified as a part of the Expo Corridor alignment. • As of July 2007, 78 construction workers had been hired for the project, with 27 hired from within the Expo zip code list. As more work packages are released, the number of workers will increase. • Everyone who is placed on the Jobs Program Inquiries List is invited to attend a Jobs Program Orientation session. The orientation sessions help the contractor assess skill level and directs residents for placement, additional training, and qualifications for pre-apprenticeship and apprenticeship programs.

Jobs Program Local Jobs Program Outreach • The contractor has established a Drop-In Center at the construction field office located at Exposition Blvd and 2nd Avenue • The Jobs Program Coordinator takes applications from 9:30 am - 12:30 pm • To promote the Expo Jobs Program, the contractor coordinates with various community based organizations • Local newspapers carry advertisements regarding the Jobs Program • Job information packets are also distributed to facilities within the corridor such as libraries, senior centers, eateries, retail establishments, and entertainment/ recreational centers • FFP participates in Community Job Fairs and makes referrals to our Community Based Partners and other construction management companies • FFP coordinates with Unions and CBO’s to screen, interview, and provide Pre-apprenticeship/Apprenticeship training
