SOI ACHIEVEMENTS AND ORIENTATION • 10 MSs of the SOI achieved, some MSs go beyond the original plan in mobilization and coordination of aid effectiveness and in promotion of central and local linkages • SOI is perceived as having provided good guidance on harmonisation and alignment processes for the health sector and in identifying the scope of work involved for both the MoH and DPs. • SOI has clarified the intent of what to achieve and brought together the efforts of MoH and DPs to support and focus the aid effectiveness processes to obtain outcomes by describing concrete milestones. • Current demands of the MoH and DPs: -to continue the HPG forum as the high-level policy dialogue -to continue effective discussion and debates to contribute to development of plans, strategies and priorities of the health sector -to continute the effective and realistic contribution to renovations and focus of the health sector in Vietnam

NESCESSITY OF DEVELOPMENT OF VIETNAM HEALTH PARTNERSHIP DOCUMENT • In the new context of a middle income country (MIC), Vietnam in general and health care in particular are facing many opportunities as well as difficulties and challenges: transitions from grant to loan, from financial support to technical assistance • In 2010, Viet Nam was a signatory to the International Health Partnership Global Compact (IHP+), which sets out a framework to put internationally agreed principles for effective aid and development co-operation into practice in the health sector • In 2011, Vietnam signed the Busan Partnership for Effective Development Co-operation (BPD) • In 2012, Viet Nam committed Viet Nam Partnership Document (VPD) • Viet Nam Health Partnership Document (VHPD) laid the foundation for an effective, sustained and viable partnership between the Ministry of Health (MOH) and Development Partners (DPs), reflecting the principles shared in the BPD.

Process of development of VHPD • Independent assessment of current SOI, including functioning of HPG, TWGs and JAHR • Assessment findings and recommendations helped to shape and guide the drafting of the VHPD • Participatory process involving email feedback and consultation meeting • Builds on successes and lessons learned from SOI

Key renovations with current SOI • Follows format and draws upon language of VPD • Seeks to reflect Viet Nam’s evolving context • Reflects priorities and focus of the health sector • Incorporates key principles of IHP+ and Busan • builds on the successes and lessons learned from the SOI • Draws upon the framework of international and national policies and guidelines that shape development cooperation in Viet Nam’s health sector • Highlights improved co-ordination within and between MOH and development stakeholders through the HPG and sub-sectoral mechanisms, and between central MOH and decentralized levels. • VHPD also supports the identification of health sector priorities, and the development, implementation and monitoring of health sector policies, strategies and plans up to 2020.

Key renovations (2) • Includes technical, governance, and administration/coordination milestones • Expanded TORs for HPG that include operating principles and targeted activities • Includes TORs for HPG Secretariat • Clarifies mandate of JAHR as the monitoring and evaluation arm of the HPG • Clarifies links between JAHR and HPG • Expanded TORs for TWGs that include functions, operational framework, working arrangements and links with the HPG
