Overview MOSWIN Communications • Top priority for MO Homeland Security Program • Across jurisdictional & disciplines • Enables better emergency & disaster response • Network of communications towers, base stations & communications hardware • Serves two primary functions • Provides internal communications capabilities for state agencies • Provides a statewide interoperability platform with local, state, regional, & federal agencies

  3. Safe & Beautiful Downtown STL User Applicability Who Can Leverage MOSWIN? Not only state agencies, also: • Law Enforcement (Airport, Campus, Municipal, County, etc.) • Fire & EMS • Public Safety • Emergency Management • Dispatch • Hospitals • Public Health, Public Works, Transportation • Other Responders (Utilities)

  4. User Applicability Who Can Leverage MOSWIN? Not only state agencies, also: • Law Enforcement (Airport, Campus, Municipal, County, etc.) • Fire & EMS • Public Safety • Emergency Management • Dispatch • Hospitals • Public Health, Public Works, Transportation • Other Responders (Utilities) Can leverage as ESF 16 How can we, as ESF 16, leverage this resource?

  5. User Applicability Need to sign agreement & purchase specialized equipment

St. Louis County ARES • Amateur Radio Emergency Services (or Ham Radio) • Similar concept to MOSWIN, but different • ARES utilizes independent stations all over • Ability to use unsophisticated equipment and allows for ‘go direct’ and talk straight through each other • Can operate without other infrastructure • National Weather Service uses Ham Operators for its ‘SKYWARN’ program When cell towers are down and internet availability is disrupted, what is your plan for communication?
