Minimum required cabin crew on ground with passengers on board What we did: According to OST 04 – 04 comments, we worked on the main issue of the rule where we say: normally OPS 1.990 applies (all Cabin Crew on board) but, yes, on ground during boarding and disembarkation it is acceptable to allow some (one or two?) cabin crew, part of the minimum number of Cabin crew requested for Take off and landing, not to be at their duty on board. This alleviation is only possible with strong mitigation because we think that, during that particular ground phase, the management of a safety problem which could lead to an evacuation needs a reasonable number of Cabin Crew evenly distributed through the cabin. The RIA is under development. 01 March 2005

Minimum required cabin crew on ground with passengers on board What we consider mature: JAR-OPS 1.311 Minimum required cabin crew on ground with passengers on board (see Appendix 1 to JAR OPS 1.311 (1)and (2)) Whenever any passengers are on board the aeroplane, the minimum required cabin crew members in accordance with JAR-OPS 1.990(a),(b),(c) and (d) must be present in the passenger cabin. When on ground, the minimum cabin crew members required under 1.990(a),(b) and (c) may be reduced, in accordance with (1) and (2) below. (1) During passenger boarding and disembarkation, the minimum required cabin crew members may be reduced below the number specified in 1.990(a),(b) and (c) to one per pair of floor-level emergency exits on each passenger deck, or one for every 50, or fraction of 50, passengers present on board, whichever is greater, provided that: • The operator has a procedure for on-stand evacuation of passengers with the reduced complement of cabin crew that has been accepted by the authority as providing equivalent safety. • The senior cabin crew member is on board, • No refuelling/defuelling is taking place, 01 March 2005

Minimum required cabin crew on ground with passengers on board What we consider mature: Appendix 1 to JAR OPS 1.311 (1) and (2) Minimum required cabin crew on ground with passengers on board When operating under JAR OPS 1.311 (1) and (2), an operator must establish operational procedures to ensure the following precautions are taken: • Electrical power is available on the aircraft, • A means of signalling an evacuation is available to the cabin crew, or the flight crew is on board • Cabin crew stations and duties are specified in the operations manual so that the cabin crew can monitor their pair of exits, • Cabin crew remain aware of the position of servicing and loading vehicles at and near the exits. • Cabin crew are aware of the need to first arm an exit before opening it if they intend to use the exit in emergency, and • If an evacuation is ordered, passengers are instructed to leave hand baggage behind. 01 March 2005

Minimum required cabin crew on ground with passengers on board What we consider not mature: (2) At the end of disembarkation when there are less than 19 passengers remaining on board they may be gathered, according to their distribution in the cabin, under the control of a reduced number of cabin crew, as accepted by the Authority. We are in the process of finding a new text saying that: "for disembarkation only, once there are less than 19 passengers remaining on board, the number of cabin crew can be reduced evenmore provided none of these passengers remains alone under no supervision and provided the number of cabin crew remains reasonable according to the possible needs of the 1 to 19 passengers still on board (these passengers being generally PRM, UM, INAD,...)." 01 March 2005

Fuel Symposium OPSG proposes to hold a special “Fuel Symposium” on 19/20 July (Toulouse?) in order to revisit and clarify JAR OPS 1.255 Fuel Policy and JAR OPS 1.295 Selection of aerodromes We already have some proposals drafted by OPSG for 1.295. We have mails from some of you about the Decision Point Procedure (which is no longer in ICAO Annex 6) The idea is to: • gather all your remarks on the subject before the symposium, • open the symposium to other parties such as OST members or other specialists • use the symposium to give a clear mandate to OPSG • let OPSG write the final proposed amendments during the next OPSG meetings 01 March 2005
