  2. RWIB Composition • Membership – Governor Appointed • 41 Members, 2 and 4 year terms • Business (21) Labor (5) • K-12 (2) Comm. Based Org. (2) • Econ. Dev (2) Community College (1) • City Official (1) County Elected Off. (1) • Partners (6) • Primary Mission: Promoting the participation of private sector employers, labor, education, and non-profit organizations in the workforce development system, and ensuring the availability of services to assist employers and workers in meeting workforce development needs.

Roles and Responsibilities • Promoting the participation of private sector employers, labor, education, and non-profit organizations in the workforce development system, and ensuring the availability of services to assist employers and workers in meeting workforce development needs. • Garner a greater understanding of the gaps in services and work with the One-stop and local service providers to address those gaps; conduct local and regional workforce needs assessments and adjust strategies based on economic conditions. • Communicate and coordinate workforce development priorities with groups and organizations representing employers and workers.

Roles and Responsibilities, con’t • Coordinating the services of the One-Stop Center with economic development strategies, and developing other employer linkages with these activities. • Align workforce priorities with Central Iowa Works and other regional economic development groups to address the needs of high growth industries and occupations; • Identify new and emerging occupations and coordinate the development of career pathways for those occupations with Central Iowa Works. • Identify opportunities for customized training opportunities to help address the Boards priorities.

Roles and Responsibilities, con’t • Selecting service providers for the delivery of grant funded activities including Workforce Investment Act adult and dislocated worker intensive services, and youth programs. • Establishing policy for the region’s Workforce Development Center system. • Developing a budget to carry out the duties of the local board. • Submitting an Annual Report to the State Workforce Development Board. • Establishing cooperative relationships with other local boards. • Negotiating and reaching agreement with IWD on local performance standards. • Appointing a Youth Advisory Council.

RWIB Support Structure • RWIB Coordinator • Assist the Secretary/Treasurer of the RWIB • Assist the Chair in developing agendas and RWIB education • Facilitate strategic planning • Ensures the implementation of the goals and objectives of the RWIB • Coordinates with other workforce organizations • Communicates goals and priorities of the RWIB • Ensure compliance with the Iowa Open Meetings Law • Fiscal Agent • DMACC serves at no cost • Accounting and Budget monitoring • Pays all bills and monitors cost allocation • Monitors contracting processes • Staff to Finance and Audit Committee

RWIB Support Structure • Youth Council • Help develop the Customer Service Plan relating to eligible youth • Recommend and oversee eligible youth service providers • Coordinate youth activities funded under WIA. • Appointed by the RWIB • Industry Sector Boards • Created under the direction of Central Iowa Works • Identify high growth occupations • Develop corresponding career pathways; education and experience • Coordinate with other business, labor, and education groups

Regional IowaWORKS Director • DMACC employee shared with IWD – salary $73,414-$98,681 • Administer the planning, design, development and operation for the Iowa Employment Solutions (IES) and Iowa Workforce Development (IWD) programs – coordinate with RWIB priorities • Oversee strategic development, implementation and evaluation of programs, objectives, public relations and outreach activities; • Provide activity and performance reports to the RWIB. • Supervise approximately 106 IES and IWD department staff • Coordinate fiscal and budget planning. • Establish and maintain contacts with community based organizations and businesses. • Develop partnerships with businesses to facilitate the placement of clients. Research and plan programs to meet current and future community employment needs.

IowaWORKS Management • Comprised of IES @ DMACC and IWD management • Under the direction of the Regional IowaWORKS Director: • Oversee the day-to-day operations of the IowaWORKS integrated service delivery and related programs with offices in Des Moines, Ames, Newton, Boone, Pella, Perry. • Provide skills assessment, testing, counseling, training, mock interviewing, various re-employment workshops, business services, applicant screening and referral to job listings, and unemployment insurance assistance. • Coordination with other providers to share resources and avoid duplication.

RWIB Support Structure • Partners • Non-profit and other Community based organizations that coordinate the delivery of their services with the goals and priorities of the RWIB. • May help staff RWIB committees • May provide financial support • Iowa Comprehensive Human Services • Selected as the WIA Youth program service provider • Provide assessments, work experience, tutoring, skills training, counseling and other support service • Accountable for performance to the RWIB • Coordinates with other youth service programs.

Officers of the RWIB - CHAIR • Representative of the business sector; • Preside at all meetings of the RWIB; • Approve the RWIB meeting agenda prior to distribution • Represent the RWIB and has the authority to speak on its behalf at local forums, public hearings, etc. • Execute applications, instruments, and other written matters required by State and Federal laws and regulations upon approval of the RWIB; • Appoint chairs and members of standing committees, except the Executive Committee, and may appoint such other ad hoc committees deemed necessary; • Direct the orientation of new RWIB members.

Officers of the RWIB – Vice Chair • Representative of the business sector; • shall exercise the duties and powers of the RWIB Chair in the absence of the Chair • Assist the Chairperson in the orientation of new RWIB members • Such additional duties and powers as customary to the office or assigned by the Chair.

Officers of the RWIB – Secretary/Treasurer • Exercise the duties and powers of the RWIB Chair in the absence of the RWIB Chair and Vice-Chair; • Cause to have a full record kept of the proceedings of the RWIB and the Executive Committee. • Cause to have prepared monthly financial statement and program administration progress reports for the RWIB ; • Cause to have all financial records kept in accordance with generally accepted accounting procedures and regulations; • Cause to have an annual independent audit of all RWIB financial records and accounts • Attest to the signature of the RWIB Chair or Vice Chair, when attestation is required; • Cause to have appropriate insurance in effect for the RWIB; • Shall preside over the Finance Committee.

Executive Committee • Membership: Board Chair, Vice Chair & Secretary/Treasurer, 2 other RWIB Members • Anticipated Time Commitment (monthly): 1.5 hours   • Roles & Responsibilities: • General management of RWIB. • Develop an annual budget to cover the administrative and other costs associated with the activities of the RWIB to be considered and approved by the full RWIB. • Responsible for nominations. • Responsible for reviewing and recommending grant opportunities to the full Board requiring RWIB comment or endorsement. • Reviews and recommends bylaws to be adopted by the full Board. • Direct the recruitment, interview, and selection of the RWIB Coordinator and other executive staff to the RWIB. Finance and Audit Committee • Membership: Secretary/Treasurer, 2 other RWIB Members + Nonvoting Fiscal Agent Designee (DMACC) & Nonvoting Regional Central Iowa Works Coordinator   • Anticipated Time Commitment (monthly): 1 hour  • Roles and Responsibilities: • Evaluate and modify the regional workforce center budget and recommend approval to the full board. • Review and evaluate monthly expenditure reports for the Workforce Center • Responsible for evaluating and commenting on all financial reports and fiscal monitoring reports for Workforce Center operations. • Responsible for directing the financial monitoring and evaluation of all other funding sources under control of the RWIB.

Planning and Operations Review • Membership: 5 RWIB Members + Nonvoting Executive Director to RWIB & Nonvoting Regional Central Iowa Works Coordinator  • Anticipated Time Commitment (monthly): 1 hour • Roles & Responsibilities: • Negotiate performance measures with the State. • Evaluate and recommend policy and procedure changes in One-Stop Workforce Center operations. • Oversee and evaluate the Regional Needs Assessment and facilitate the development of the RWIB Strategic Plan. • Ensure efficient integration of programs and services and collaboration with workforce center partners to meet the goals and objectives of the Strategic Plan. • Oversee the development of Requests for Proposal for adult service providers and selection process. • Recommend policy that impacts training and service delivery to targeted populations identified by the RWIB

Youth Advisory Council • Membership: to be named • Anticipated Time Commitment: unknown • Roles and Responsibilities: • Select youth service providers. • Ensure efficient integration of programs and services and collaboration with workforce center partners to meet the goals and objectives of the Strategic Plan. • Recommend policy that impacts service delivery to targeted youth • Oversee the development of Requests for Proposal for youth service providers and selection process. • Evaluate performance of youth service providers.
