Regulatory/Procedural Group (RPG+WG) • Membership • On the same basis as RRC • Tasks • Study regulatory/procedural matters relating to new digital broadcasting plan • Study regulatory/procedural matters relating to abrogation of relevant parts of ST61 and GE89 • Identify options and where appropriate draft example of regulatory texts • RPG-WP meets 29/10-3/11/04 • RPG meets last quarter of 2005 and reports RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04

Intersessional Planning Group (IPG) • Membership • On the same basis as RRC • Tasks • Monitor intersessional activities wrt development of draft plan • Supervise activities of the PXT • Take account of results of bilateral and multilateral negotiations • Review results of planning exercise • Prepare reports to administrations • Review and revise time schedule if appropriate RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04

  6. Planning Exercise Team (PXT) • Composed of BR officials and assisted by experts nominated by regional groups • Major tasks • Implement planning software system appropriate for large-scale compatibility analysis and plan synthesis • Carry out planning exercise • Produce a draft digital frequency plan • Director of BR has overall responsibility for the planning exercise activities RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04

Intersessional activities • Develop and distribute electronic forms for input data, Done (BR) • Develop and distribute Data capture software, Done (BR) • EBU to provide planning software to BR, by end of September 04 • 29/10-03/11 –RPG-WP first meeting • 31/12/04 - Verify and implement planning software using test data, PXT • Mid Jan 05 – IPG Steering Group meeting RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04

Intersessional activities (2) • 28/02/05 - Prepare and submit input data for the planning exercise, Administrations • 31/05/05 - Validate, correct and publish input data for the planning exercise, BR and Administrations • 30/06/05 - Complete planning exercise, PXT • 4-8/07/05 - First meeting of IPG RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04

  9. Intersessional activities (3) • 15/07/05 - Publish results of the planning exercise, BR • 31/10/05 - Analyse results and submit input data (including reference situation) for the production of the draft plan, Administrations • Last quarter/05 – RPG second meeting • 31/01/06 - Validate, correct and publish input data for the production of the draft plan, BR RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04

Intersessional activities (4) • 15/02/06 - Produce the draft plan, PXT • 02/06 - Second meeting of IPG • 28/02/06 - Publish the draft plan, BR • Analyse the draft plan by Administrations • 15/05-16/06/06 - Second session of RRC RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04

ONE important task! • Each administration must develop a plan for its future broadcasting networks • Whether it introduces digital now or in the next 20 years • With its neighbours! • Before 30 October 2005 – last submission of input data • Even better before 28 Feb 2005 RRC Workshop for CEE, CIS and Baltic States, Moscow 21-24 Sept 04
