Aerodrome Certification Requirementsin Pakistan Objectives: • Identify the Legislation published in support of the provision for the regulation of Aerodromes in Pakistan • Review an aerodrome certification requirement in Civil Aviation Rules 1994. • Review the ANO-001-DRAS-1.0, Dated 05/10/2009 – Requirement for Issue and/or Renewal of Aerodrome Certificate. Module -4

  3. “Civil Aviation Ordinance 1960” [CE – 1] Section 4 (a) of CA Ordinance 1960 empowers the Central Government to make rules to implement the Convention of 1944: “The Federal Government may, by notification in the Official Gazette, make such rules as appear to it to be necessary for carrying out the provisions of the Convention on International Civil Aviation signed in Chicago on the 7th day of December, 1944, and any amendments of the Convention or Annex thereto made in accordance with the provisions of Article 94 of the Convention.” Module -4

  4. “Civil Aviation Ordinance 1960” [CE – 1] Section 5 (2)(c) of CA Ordinance 1960 empowers the Federal Government to make rules for “the licensing, inspection and regulation of aerodromes or airports, the conditions under which aerodromes may be maintained, …….” Module -4

  5. “Pakistan Civil Aviation Authority Ordinance 1982” [CE – 1] Section 5. Powers and functions of the CAA of Pakistan “The authority shall be responsible for the regulation and control of civil aviation activities in the country”. Module -4

  6. “Pakistan Civil Aviation Authority Ordinance 1982” [CE – 1] Power of the Director General: Statutory Notifications (SRO) 1188 (I)/82, Government of Pakistan, Ministry of Defence.- In exercise of the powers conferred by sub-section (7) of the section 5 of the Pakistan CAAO 1982, the Federal Government directed the DG of CAA Pakistan, namely: • The powers exercised by the former DGCA, Government of Pakistan, under the CAR 1978 and the Schedules to the Aircraft Rules 1937; and • The powers of the Federal Government under clause (cv) of sub-rule (1) of Rule 2, Rule 94 and sub-rules (1) to (5) of Rule 95 of the CAR 1978.   7. “Civil Aviation Rules 1994 ” The Secondary Level of Aviation Law in Pakistan [CE – 2] Rule 60A – Certification of Aerodromes Certification of Aerodromes shall be done subject to such conditions as may be prescribed by the director General to meet the requirements of the International Civil Aviation Organizations. Module -4
