Background • Many SADC countries are in the process of establishing Funds, or have established Funds • Post 2007 - New approaches to financing universal access • sometimes coupled with traditional Fund approaches, • sometimes completely from the Fund • Need to address sector development and the deployment of broadband and Next Generation Networks and services

First USAFs were established in South America in the mid 1990’s; • Funds are more prevalent in developing countries; only 9 Funds are operational in Europe and North America • Australia, USA, Canada, France, Italy, Czech Republic, Bulgaria, South Korea and Oman; • Alternative forms of public funding are used in many countries (e.g. equity participation, PPP, Financial Incentives and Subsidies). Conclusion Toolkit – Encourages countries to recognize shift towards broadband Internet and ICT services, including applications, usage and capacity development in addition to traditional voice access; Encourages recognition of ‘alternative’ funding mechanisms; “How to” guide on best practice for universal access funding, Fund management and project implementation; Also addresses the establishment of Funds and the financing of universal access projects by the Funds; Emphasizes the importance of Monitoring & Evaluation as well as Harmonization
