  2. Introduction PNI provides a solution for quality control of mobile networks 24 hours a day through analysis of OMC / R extracted from BSS equipment. This solution has the advantage of monitoring effortlessly the network of mobile operators given that the raw data are indisputable. Unlike disputable drive -test log files using drive-test measurement tools-(old technique of measuring QoS). However, it does not provide the coverage map or Data measurement or point of view of the user (End to End). Please refer to the ITU website, last Study Group 12 meeting in Accra, Nairobi and Cotonou.   3. Coverage measurements and QoE Almost every year, regulators rely on private firms to measure the Quality of Service of mobile telecommunication networks. Well known disadvantages of the annual or bi-annual audits are: • Study is geographically limited: only the accessible main roads and major cities are chosen.  • Study time is limited: Period of Audit limits to a considerable extent, all the tests required to truly analyze or benchmark operators' network. • The samples are limited in number: Therefore,the results do not represent the true picture. • Because the regulator uses this study only for the results, it cannot in anyway assign sanctions to the operator for network problems(KPIs) that are not respected, due to the subjective nature of the study. • The terms of use of existing materials are rather restrictive: fragile materials, bulky, require training, expensive processing tools ..  • Delays in obtaining results because of the post-processing. ... CONCLUSIONS • Always have a measurement tool complementary to RAW DATA MEASURMENT PROCESS • Easily take measurements of the whole territory at any time, and then perform more sophisticated investigations on problem areas • Make the results available to the public • Open a web page on the regulator’s site which would be available to the public daily. This will enable them determine the appropriate network to use at anytime. This decision will be based on information available to them and not a third party. It won’t be necessary anymore to get 2 mobile phones or 2 SIM CARDS, and it will save environnement. Next...
