Contracting Analytical Support • FY12 - Contract renewals under ICPT BOA with several full service laboratories • Almost all analytical support is provided by BOA laboratories; limited onsite usage • FY12 - Contract renewals under ICPT BOA • Laboratory selection performed and documented on each sample request (lab justification); depend on analytical suite. • Lab Justification Factors considered: • Cost (# samples, analyses, TAT, deliverable requested) • Past performance (PT results, DOECAP audit results; Audit findings, QA/QC issues to questions, and invoicing; technical expertise; QA/QC; NRC license; etc.) • Other issues (sample volume required, NRC license, facility safety basis, reporting issues, timeliness of response)

  7. Special Analytical Needs • High level Rad samples • No-Rad Added (NRA) Determination • Isotopes covering range of the Nuclide Chart • NESHAP requires low minimum detection limits • Contract modifications to accommodate • Unusual matrices (HEPA filters, paint chips, etc.)

FY 2011 Analytical Service Program Highlights • Expanded capabilities in product line: • Special project for Environmental Type Sampling. • Environmental Management Project Office Support. • 60 routine special project sample requests processed. • 3 Major EMPO; LMDI/ARRA projects: • 2000 Complex Area Soils and Slabs consisting of 240 samples; ~1950 analytical analyses. • 9204-3 Puand Conversion Lab Glovebox and chemical (liquid and solid) characterization for disposition endpoint determination. • 3038; Boneyard; Isotopes Row Cask and Carrier cleanup project. • 4 Environmental special project sample requests: • 9204-1; Basement; Sump Water characterization for discharge. • 7002; Garage; Parts Washer Pit Waste Water characterization for discharge. • 9204-3; Basement; Groundwater Sump Tank characterization for discharge. • Sandia Site; Well Samples to support facility turnover.

UT-B ORNLWaste Management Update FY11 Topics: • Waste Generation & Disposition Year-To-Date • Modernization of Laboratory Facilities (MLF) Project; New Facility Construction • MLF move preparation; cleanout excess chemicals from Bldg. 4500N • Legacy Materials Disposition Initiative (LMDI) • ARRA Funding; Accelerated Cleanup associated with Integrated Facilities Disposition Project (IFDP) • Bldg. 3026; 2000 Complex D&D; 9204-3 Glovebox Cleanout • Full Chargeback to Generator to include disposal costs

FY 2011 Waste Management Highlights • 60 waste shipments to off-site TSDFs • FY11 shipments slightly higher than FY 09 • 30% fewer shipments than FY10 (less project-related waste, including ARRA). • Record 83 shipments in FY10. • Over 1,500 containers of waste generated • No non-compliances or violations! • Effective and efficient mgmt of waste inventory. Full waste shipments, small amount of waste in storage – DOE very happy with this. • Successful implementation of new waste chargeback model beginning October 1, 2010. Estimated $1.7m charged back to generators in FY11 (previously funded by Lab OH). HAZ / MIX / LLW / TRU Waste Generated • First use of “item level certification” began April 8, 2011 (non-rad chemical waste into 4500-S room F-251 Waste Prep Lab). Over 1,300 waste items processed through this lab to date. Clive bound truck loaded with the isotope row carriers

Safely Providing Value Added Services, While Maintaining ORNLs Excellent Environmental Compliance Record • HFIR Beryllium Reflector and Activated Metal Removal Project – No-path-waste transferred to K-Pad by BJC in June. Reduced radiological inventory at HFIR by over 70,000 Curies! • Removal of reactive metal and hazardous historic neutron scattering samples - >1,600 samples were safety packaged. Leveraging resources across project boundaries allowed us to achieve significant cost savings by increasing packaging efficiencies. • 6LiH Removal - ~34 Kgswill be removed from locations at Physics and HFIR and deactivated under a treatability study • Title V Permit Renewal – Results in reduced permit limits, fewer record-keeping requirements, and a morecost-effective fee calculation approach Be reflector and activated metal components in HFIR Spent Fuel Pool Loaded lead lined vault containing Be reflector leaves 7900 routed to long-term dry storage in the 7800 area

  19. Future of ORNL with DOECAP • ORNL is committed to: • Continue using DOECAP and Mixed Analyte Performance Evaluation Program (MAPEP) resources; and • Continue supporting DOECAP on TSDF and Lab Audits
