Oak RidgeNationalLaboratoryStatus Report Presented By: Greg Larson Oak Ridge National Laboratory (ORNL) UT-Battelle Analytical Services Program ASP 2010 Workshop September 20-24, 2010 Seattle, WA
Oak Ridge Reservation (ORR) • There are 3 major operating sites: • Y-12 National Security Complex • Defense Program • East Tennessee Technology Park (ETTP) • D&D to privatize • Oak Ridge National Laboratory (ORNL) • DOE’s largest and most diversified multi-program national laboratory • Science and Technology • Energy Resources • Environmental Quality • National Security
Environmental Protection and Waste Services Division (EPWSD) • Environmental Protection Services • Environmental Compliance (Guidance to UT-B) • Water Quality (NPDES) • Air Quality (CAA, NESHAP) • Solid and Hazardous Waste (RCRA, TSCA) • Environmental Sampling/Data Evaluation • NEPA Compliance • Laboratory Waste Services • Hazardous and Mixed Waste Management • Radioactive Waste Management • Waste Handling and Waste Facility Operations • Pollution Prevention • Hazardous Material Spill Response • Environmental Management Programs (Legacy) • Legacy Material Disposition Initiative (LMDI) • Interfacing with DOE ORO EM contractor Bechtel Jacobs Company (BJC) • Short- and Long-term Stewardship • ORNL Integrated Facilities Disposition Project (IFDP) • Operations and Quality Support • Analytical Services Program • Waste Certification Program QA • Performance Planning and Assessment
UT-B ORNLAnalytical Services Program (ASP) Update FY10 Topics: • Weekly Sample Status Meetings; ASC, Samplers, Safety, Transportation, etc. • Review Sampling/Analytical Data Issues • Sample Project Walkdown/Work Planning • Lab Selection/Justification • Onsite Transportation/Shipment Offsite • Incoming Data; Completeness Reviews (Did we get what we asked for?) • Performance Metrics Developed
UT-B ORNLAnalytical Services Program (ASP) Update (cont’d) • Increased Lab Communication/Interface • Consolidate sample volume/mass based upon requested analyte suite • Unknowns • Partial PK; Tentative Proper Shipping Name • No PK; unknown rad; 2 phase sampling; onsite gross alpha/gross beta, and/or gamma spec; support sample activity calcs
Contracting Analytical Support • Basic Ordering Agreement (BOA) with several contract full service laboratories • Almost all analytical support is provided by BOA laboratories; limited onsite usage • Initial contract award in FY07 with 4 option years (waste) • FY11; exercised 4th option year • Laboratory selection performed and documented on each sample request (lab justification); depend on analytical suite. • Lab Justification Factors considered: • Cost (# samples, analyses, TAT, deliverable requested) • Past performance (PT results, DOECAP audit results; Audit findings, QA/QC issues to questions, and invoicing; technical expertise; QA/QC; NRC license; etc.) • Other issues (sample volume required, NRC license, facility safety basis, reporting issues, timeliness of response)
Special Analytical Needs • High level Rad samples • No-Rad Added (NRA) Determination • Total PCBs and individual Aroclors; RL < 2 ppm • Isotopes covering range of the Nuclide Chart • NESHAP requires low minimum detection limits • Contract modifications to accommodate • Unusual matrices (HEPA filters, paint chips, etc.)
Offsite LabsPros And Cons Pros • Flexible • Willing to tackle difficult matrices • Competitive prices • Turn Around Time • Deliverable documentation package Cons • On rare occasions; limited by NRC license • DOT shipment offsite • Limited instances; corrective actions on report anomalies; result in limiting usage until corrected
Future Analytical Needs • Monitoring and surveillance activities to remain steady over the next few years • Spallation Neutron Source (SNS) • Demolition activities (Central Campus) • ARRA (3026; 2000 Complex) • Glovebox cleanout project • Campus Revitalization • New Construction Site Characterization
UT-B ORNLWaste Management Update FY10 Topics: • Waste Generation & Disposition Year-To-Date • Modernization of Laboratory Facilities (MLF) Project; New Facility Construction • MLF move preparation; cleanout excess chemicals from Bldg. 4500N • Legacy Materials Disposition Initiative (LMDI) • ARRA Funding; Accelerated Cleanup associated with Integrated Facilities Disposition Project (IFDP) • Bldg. 3026; 2000 Complex D&D; 9204-3 Glovebox Cleanout • Full Chargeback to Generator to include disposal costs • Driving increased waste disposal during FY10
Modernization of Laboratory Facilities (MLF) Project Architectural Drawings
Bldg. 3026; Demolition Before After
Waste Generation and Disposition; FY10 YTD HAZ / MIX / LLW / TRU Waste Generated • FY10 waste generation estimated to be approximately 2,047 m3 (~775; B-25 box equivalents), over 410% higher than last year. • 80 shipments of waste (1,491 containers) to 15 different vendor waste facilities successfully performed. • No non-compliances, violations, or injuries • Effective & efficient management of waste inventory through timely waste shipments, minimizing waste in storage • Successful chemical deactivation of potential shock sensitive waste. • Successfully began 4500 cleanout project (MLF preparation), dispositioning over 1,930 excess items & 30,000 excess samples • Effective preparation for implementation of a new waste chargeback model beginning October 1, 2010 FY10 Laboratory Waste Generation Was Unusually High
Oak Ridge National LaboratoryWaste Generation (Includes ARRA Waste)* Hazardous Waste Mixed Waste Low Level Waste TRU Waste FY10 Forecast includes 5.4 m³ of CH and 25.6 m³ of RH * Includes waste from ARRA Funded Projects. Data Date: 08/31/2010
