  2. History of road safety development Czech Republic was in the first half of eighties one of the best performed countries in the world After next 6 years one of the worst in Europe

  3. What was different between 1970 and 1986 ? Just a political leadership ?? NOT

  4. That time we have • One of the best driver education system all arround the world up to now • Much bigger effort given to children road safety education • Extensive construction of motorway network and upgrade of national 1st and 2nd class RoadNetWork • Fast upgrade of vehicle fleet • High developed vehicle inspection • Strong Police enforcement • Drivers license include kind of penalty point system

  5. And • Compulsary wearing of seat belts on the front seats outside urban areas since 1965 !!!! CZ SWE

  6. What was the most of the society doing in the end of eighties?? It was time to wake -up

  7. Advice Advice Advice Advice Where to start ? Advice Advice International comparisons of national road traffic accident numbers seemed to be vital important, but which database to use

  8. KEY DATABASES: IRTAD, UN ECE, EUROSTAT, CARE, FARS, WHO, IRF and and … Differences in: • information structure • scope of information • way of data collection • data processing • publishing and availability • regional coverage

  9. Reseachers knew the situation well, but how to translate this message to the Ministry and to the Parliament We decided to use IRTAD in the first step

IRTAD membership In 1995 CDV representing the Czech Republic joined IRTAD and with help of their data started to disseminate among decision makers full true about accident development since 1986 Since 1996 Czech delegation consist of one representing CDV and one of the Czech Police officers, this helped a lot with further improvement of the key accident database

Long history of the IT in accident database in Czech Republic Computarised data collection started in the former CSSR in 1964 The disaggregated accident database is operated by the Police since 1st January 1976 AND We didn´t change the basic system for years, even after the split into the Czech and the Slovak Republic

Data variables The database consists of the following data on a yearly basis for the 1965 and for every year since 1976 with a split by age, sex, car passenger/occupant,road network, vehicle types or road usage: • area of the state • kilometrage • vehicle involved • road users involved • fatality figures • injury accidents • damage only acc • etc.

How to get to the Police data • Access to the database: • Annual yearbook in Czech • 2004 first yearbook also in English • Special selections based on request made by Police Statistical Unit • Basic aggregated daily data published on web sites • Open access to disagregated data currently under development

  14. This database has so many variables, that the Czech Republic fulfilled as one of the countries not only all the requests from IRTAD database, but with just minor additions will suit to the need of CARE database as well

  15. But is it enough ?? 2000 – 2002 R+D Improving efficiency of data colletion and analysis with key decisions • Continue in the same data system as close as possible • Introduce a GPS position of accidents • Introduce an accident typology

  16. On-line connection among road and accident database 2005 – 09 R+D ITECHAK Use of GIS in road accident location, including 200 GPS sets into the Police cars

Czech National Road Safety Observatory • R+D project SENZOR 2005 - 2009 • Building of the Czech RSIS • Development of methodology for collection of SPI (hand in hand with SafetyNet 6.FP project) + • Section speed control • Red light violation • Not keeping safe distance • Set of the national check points for SPI and start of anual survey based on above mentioned methodology

Development after 1995 • 1997 50 km in urban areas • 2001 Right of way for pedestrians on zebra crossing • DRL in winter time • Cycle helmets up to 15 • 2001 Start of pilot safety audits • 2003 Strong increase in enforcement • 28.4. 2004 National Road Safety Strategy approved by the Government

  22. We are on the right track now Co – operation in IRTAD and other international bodies helped us very much with start of decrease of our figures

Future Steps • March 2006 full coverage of the Czech Republic with GPS for road accidents (200 police cars) • 2005 New Highway code approved, coming into force 1st July 2007 including • Penalty point system, whole year DRL, cycle helmets up to 18, stricter penalties for traffic offences,mandatory child restraint devices on all types of roads,driving under influence of alcohol and drugs is taken as a criminal offence • On-line connection of police cars to vehicle and driver register including vehicle-inspection data • New approach to children road safety education

AND • Random e-test by drivers exame since 1.7.06 • Opening of cca 90 km of new motorways 2006 Undersigning of Road safety charta by Czech Road Society • Immediate (March 2006) introducing of expected Directive on Infrastructure • First national courses to set Safety Auditors provided by CDV (3+3+2 days) expected 30 auditors in 2006 • 14 one day courses for future „buyers“ in each of regions payed by the MoT

  25. And a lot more including • SafetyNet Conference in Prague 10.-11.5.2006 • First presentation of the European Road Safety Observatory to future users IRTAD Conference on accident data 11.-12.9.2006 in Brno We hope that with help of all of that ……….
